Study On The Comprehensive Evaluation Of Urban Local Government Emergency Capacity For Natural Disaster

With the rapid growth of China’s economy and the acceleration of urbanization,the danger and the losses caused by natural disasters to cities increased.It constantly threatens the security of human society.Local government is not only closely connected with residents,but also at the forefront of disaster prevention and mitigation.Therefore,it is of great significance to establish and improve an urban local government emergency management model for natural disasters and improve its ability to prevent and respond to disasters for the protection of people’s safety of life and property.Therefore,this paper studies the current situation and evaluation of emergency capacity of urban local government,discusses the shortcomings and problems.And then some suggestions for improvement are put forward in this paper,which is of practical value to the construction and evaluation of urban local government emergency capacity.The main research contents and conclusions are as follows:(1)The direction and content of urban emergency capacity building are summarized by studying domestic and foreign relevant research on emergency management and emergency capacity building,and combining with the laws and regulations.This paper summarized the situation of emergency response capacity of Beijing government and concluded the problem in the current stage,by visiting some basic streets and towns in Beijing and understanding the actual situation.(2)Based on the results of domestic and foreign relevant researches,this paper summarizes the actual situation of the emergency management of the local government and the principles for the establishment of the evaluation index system.In this paper,the evaluation index system of urban local government emergency capacity for natural disasters was built after two rounds of Delphi method.The system consists of 4 first-level evaluation indexes,12 second-level evaluation indexes and 36 third-level evaluation indexes.(3)The AHP method is used to quantify the evaluation indexes,and the collected data are calculated to obtain the influence degree of each evaluation index on the evaluation object.The Entropy Weight method is used to modify the result and eliminate the impact of subjective factors in the process of weight determination,so as to determine the final weight of each evaluation index.This paper constructed the evaluation model of urban local government emergency capacity for natural disasters by introducing the Extension theory.(4)In this paper,the matter-element extension model is applied to evaluate the emergency response capacity of S town in Beijing.And the level of the town’s emergency response capacity is concluded to be "average".Based on the analysis of the comprehensive evaluation results and the previous visits and investigations,the path and measures for improving the natural disaster response capacity of urban communities in China are proposed in this paper.
