Study On The Emergency Management Mechanism Of Local Government Production Safety Accidents

As the basic needs of human beings,safety is related to people's lives and health.Only when there is life,will there be life and production activities before they can develop.China's industrialization process is in the middle and late stages,and the urbanization process is rapidly advanced.China has rapidly promoted the development of new industrialization,informationization,and urbanization,continuously adjusted the industrial structure,and steadily promoted urban and rural construction.Production safety accidents have also appeared frequently.Production safety accidents are characterized by suddenness,complexity,variability,and destructiveness.The accidents bring huge casualties,high property losses,serious environmental damage,and strike the psychological defense of the masses.They also test the government's governance.ability.This paper focuses on the construction of local government production safety accident emergency management mechanism,using case analysis,comparative analysis,interviews and other methods to analyze the classic cases of local government's response to production safety accidents and summarize them,and propose to improve local government safety production accidents.The countermeasures of the emergency mechanism provide a theoretical basis for the local government to correctly handle production safety accidents.This paper uses the theory of public management,crisis management,etc.,through the “3·20” road traffic accident in the Gushi section of Provincial Highway 339 and the “12·21” high-rise accident in Jinanjiayuan Community of Yangshan New District,Xinyang City.For example,this paper analyzes the problems existing in the operation of the current emergency management mechanism,such as the lack of targeted emergency plan preparation,the shortage of emergency knowledge training and education,the lack of compensation for after-care,and the failure to implement the responsibility.At the same time,the causes of these problems are analyzed.On this basis,a series of feasible policy recommendations such as increasing emergency knowledge publicity,timely launching emergency plans,unifying the progress of accidents,and integrating emergency resources of various non-governmental organizations are proposed.The research in this paper is of great significance for local governments to improve the emergency management mechanism for production safety accidents and improve the safety production management functions.
