Study On Emergency Management Countermeasures Of Local Government In Safety Production Accidents

With the continuous development and progress of the economy and society,various uncertainties have increased,and various potential security risks and hidden dangers facing China are also increasing,and various emergencies have shown a trend of frequent occurrence.Especially in recent years,in addition to the major public health emergency of the new crown pneumonia epidemic,some major and extraordinarily serious safety accidents are also common,which have brought a huge negative impact on the safety and health of people’s lives and property and the stability and development of society,and have also formed a severe test and challenge to the emergency management of local governments in China.From a practical point of view,although the emergency management of local governments in China has made great progress so far,there are still many problems that need to be improved,and it is still a long way to go to further improve the level of local government emergency management.Taking two typical safety accidents of chemical enterprises in recent years as cases,this paper analyzes and studies the current problems existing in the emergency management of production safety accidents in Local Governments in China,including inadequate source control,incomplete investigation of hidden risks,inadequate emergency handling and rescue,and lax supervision and law enforcement.Then,the causes of these problems are analyzed,and it is pointed out that the main reasons are deviations in the work concept of local governments,insufficient risk supervision capabilities,insufficient emergency support capabilities,incomplete emergency management rule of law system and insufficient learning and improvement capabilities.On the basis of drawing on the beneficial experience of foreign emergency management,the article puts forward corresponding countermeasures: adhere to the people first,establish the work concept of safe development;improve the safety supervision system and mechanism,establish and improve the monitoring and early warning platform,strengthen the dynamic supervision of risks and multi-party coordinated supervision,and comprehensively improve the risk supervision capacity;strengthen the construction of emergency support such as human resources and emergency materials;improve the pertinence of emergency plans,establish and improve relevant emergency management laws and regulations,increase the intensity of fair law enforcement,and improve the legal system for emergency management Deepen emergency publicity,education and training,improve learning and continuous improvement capabilities,and promote technological progress in the chemical industry.
