Study On The Promotion Of Local Government Cooperation Power In The Cross Administrative Region Ecological Environment Governance

In recent years,the cross administrative region ecological environment pollution frequently occurs,which has become an important obstacle to the economic and social development of our country and one of the urgent problems to be solved to promote the construction of ecological civilization.Strengthening the cooperative governance among local governments has become a common solution for the academia and the government.However,although there are precedents in our country,it is difficult to form a long-term mechanism for cross administrative eco-environmental governance for a long time,and the effect of environmental governance cooperation is not obvious.This paper holds that to promote the effective cooperation of local governments in the cross Administrative Region eco-environmental governance,we should devote ourselves to exploring how to further optimize the existing power in the cooperation,at the same time,to control the impact of resistance to the minimum,to form a dynamic relationship network of related interaction and effective coordination,so that the cooperation can be stable and sustainable.This study takes the cooperation power of local governments in environmental governance as the starting point,the theory of government failure,the theory of multi center governance and the theory of collaborative governance as the theoretical basis,and comprehensively uses the research methods such as literature,case,comparison,normative analysis and empirical analysis,taking the "joint prevention and control of haze pollution" as the research case,through the cross administrative region ecological environment governance In order to provide guidance for targeted control and elimination of resistance obstacles,it is expected to be helpful to promote the cooperation of local governments in cross regional eco-environmental governance in China.The research shows that in the practice of joint prevention and control of haze pollution in China,the cooperation power of local governments presents as a field force system composed of gravity,pressure,thrust and coupling.At the same time,in the cooperation governance of local governments,there are some resistance factors such as concept,system,mechanism and technology that jointly affect the process of pollution control cooperation,including: rational economic man Driven by regionalism,there are some institutional obstacles in pursuing economic interests,such as the institutional efficacy of existing environmental protection laws andregulations and the imperfection of the framework of joint defense and control system,the resistance in compensation mechanism,information sharing mechanism,policy evaluation and punishment mechanism in local government’s ecological cooperation governance,as well as the resistance in the application of technology due to the disunity and scientization in the cooperation governance High technical resistance.Combined with China’s specific national conditions and relevant experience,the paper finally puts forward the path and Countermeasures to enhance the power of local government cooperation in cross administrative region environmental governance.This paper pays attention to the motive force of local government cooperation in cross Administrative Region Environmental Governance,which not only provides a new perspective for cross administrative region ecological environment governance,but also has certain guiding significance for local government to strengthen cooperation in economic,political and cultural construction.
