| With the increasingly serious global environmental problems,the international community attaches more and more importance to carbon emission reduction.China actively assumes its responsibilities as a major country.To this end,China has made an important commitment to peak its carbon dioxide emissions by 2030 and achieve carbon neutrality by 2060,and further put forward the idea of "building a new power system with new energy as the main body".Coal-fired thermal power generation will gradually change from the dominant position to the role of supporting the bottom,while large-scale grid connection of new energy will bring greater intermittency,volatility and other uncertainties to the stable operation of the power system.Therefore,flexible transformation of coal power enterprises has become an important choice for their own transformation and development and to promote the consumption of new energy.At the present stage,there are still some problems such as improper choice of technical route,oversimplification of goal setting,imperfect management system,inadequate environmental protection measures,etc.Therefore,it is necessary to comprehensively evaluate the sustainability of coal power flexible transformation projects,so as to promote the healthy and sustainable development of coal power flexible transformation projects.It provides support for decision-making and management of flexible transformation of coal power units.On the basis of analyzing the relevant literature at home and abroad,this paper selects 16 sustainability evaluation indexes from three dimensions of economic sustainability,technical sustainability and social sustainability,and uses Fuzzy-Delphi method to screen the evaluation indexes.Finally,the sustainability evaluation index system of coal-power flexible transformation project under dual-carbon target was constructed,which included 12 evaluation indexes.Then,based on the thought of game theory,the DEMATEL-ANP method,entropy weight method and G1 method are combined to calculate the index weights of the coal power flexibility transformation projects of SQ Power generation Company,HD Power Co.,Ltd.and AD Power Co.,Ltd.respectively.The combined weight was determined by three methods of cooperative game;Finally,considering that the evaluation index system constructed in this paper contains both qualitative and quantitative indicators,the improved matter-element extension model is selected to comprehensively evaluate the sustainability of coal power flexible transformation projects,and the comprehensive evaluation grades of the sustainability of the three projects and the evaluation grades in economic,technical and social dimensions are obtained.This paper verifies the scientific nature and effectiveness of the comprehensive evaluation system for the sustainability of the coal-power flexible transformation project under the dual-carbon target,and puts forward the corresponding improvement suggestions from the enterprises and the government based on the evaluation results of the project.In conclusion,this study can provide reference for the scientific development of flexibility transformation plans for different types of coal-fired power units,and provide periodic sustainability evaluation methods for coal-fired power enterprises,thereby helping them adjust their business direction in a timely manner at different stages of the development of the new power system,and providing support for coal-fired power enterprises to develop business strategies to participate in electricity markets,auxiliary service markets,and other trading markets after flexibility transformation,to ensure the long-term stable operation and development of coal power enterprises. |
