As the population increases, economic, social development and urbanization speedfastened, municipal solid waste (MSW) has produced the increase, and it has become themain obstacles that restrict urban development of many cities. The incineration ofmunicipal solid waste for power technology is with benefits of environment and energyand it is one important trend of the MSW disposal. LD refuse incineration power plant isthe first approved project in Hebei province, and it is one of the key construction projectsdemonstration building in Shijiazhuang, after that it has a certain demonstrating tosimilar area. This project really has its unique advantage in energy companies, however,as a new thing, it can move toward gradually and be mature and perfect only by constantsupplement and adjustment in reality. So it is much important to analyze the benefits andadverse environmental impacts possibly by LD refuse incineration power plant at itsbeginning stage, especially from the perspective of social development, and it will behelped to facilitate the identification of risks impacting on the operations of the LD plantand the development of strategies to minimize such risks.Firstly, the exordium of the paper introduced the research background, purpose,significance, object content, method and skill route. Secondly according to thecharacteristics of LD refuse incineration power plant, this paper established the socialassessment index system. Thirdly combined matter-element extension method and socialassessment index with analytic hierarchy process, a comprehensive evaluation model ofLD refuse incineration power plan was established. The results of the evaluation showedthat the evaluation index system and method have rationality and feasibility. And thecontents must be valuable for the research of the refuse incineration power plant in thefuture.
