Research On Post-Evaluation Analysis Of Coal-to-Electricity Project In H Electric Power Company

China is in a period of economic transition.It is necessary to adapt to the energy structure of industries with high energy consumption and high pollution,and provide favorable conditions for the comprehensive transformation of "coal to electricity"."Coal to electricity" aims to replace the traditional coal-fired heating method with electric heating to reduce pollution and improve the economy of energy consumption.The "coal-to-electricity" project is popular in many regions.At the same time,the state has adopted many preferential policies to encourage people to cooperate in the implementation of coal power projects.In order to meaningfully evaluate the "coal to electricity" project,it is necessary to explore and analyze the content of the relevant indicator system.Through in-depth study of the post-evaluation of the "coal to electricity" construction project,the research content includes: First,starting from the four aspects of the preliminary work,construction process,investment efficiency and social benefits of the "coal to electricity" construction project,the specific content and characteristics of the post-evaluation of these four aspects are analyzed in detail from the theoretical aspect;second,this paper establishes a post-evaluation index system in combination with the construction characteristics of "coal to electricity",refines the index system to three layers,summarizes the specific evaluation criteria of each indicator,and then gives the post-evaluation evaluation method;In order to achieve the goal of closed-loop management,the deviation analysis method of the post-evaluation results is introduced,and the deviation analysis of the preliminary work,construction process,investment efficiency and social benefit of the "coal to electricity" construction project is carried out.Finally,taking the "coal-to-electricity" construction project of the background H Power Company as an example,the post-project evaluation is carried out by using the research method of the index system and the post-evaluation method.Through the study of this paper,the more comprehensive "coal to electricity" post-construction project evaluation index system aims to improve the overall investment and management decision-making of distribution network construction projects,and the deviation analysis of the proposed post-evaluation results helps power grid enterprises to find problems in actual construction projects and summarize lessons learned.Finally,according to the evaluation index system of this paper,some improvement measures in terms of construction and economic benefits are proposed to achieve the optimal strategy choice of "coal to electricity" project.
