Problems And Countermeasures Of Public Crisis Management Caused By Fire And Explosion Of Dangerous Chemical In Tianjin

China is a big country in the production and use of chemical products.With the rapid development of industrialization,all kinds of emergencies caused by dangerous chemical accidents emerge in an endless stream,and show the high concurrency of other crises.This brings severe challenge to the management of public crisis.Dangerous chemicals in the production,processing,transportation,storage,use and recycling is accompanied by a special dangerous properties in the various sectors,which easily lead to fire,explosion,poisoning and asphyxia and other major production safety accidents.Such accidents often cause serious economic losses and casualties,and this would be an opportunity for the government to reform public crisis management.In this paper,taking the"Port of Tianjin’ 8.12’ particularly serious fire and explosion accident"as an example,we combined with the basic theory of public crisis management to analyze the countermeasures of public crisis events caused by hazardous chemicals in China.This paper analyzed the deficiencies and reasons in the process of crisis management,and explored the suggestions and countermeasures to improve the public crisis management of hazardous chemical production safety accidents,which based on the corresponding management experience of foreign countries.Tianjin port is one of the important comprehensive port in our country.Their relevant units were consciousness of the prevention and weak response to the crisis,as well as their collection of information was not according to related regulations and the management of the known vulnerabilities was not value.It is impossible to make up for in a timely manner,thus they missed to grasp the crisis of precursors and the timing of the best relief.Through careful case analysis and drawing on the relatively mature experience of foreign countries,we combined with the actual situation in this paper from the promotion of public crisis management,public participation,crisis awareness.the subject character of social emergency organization professional training.We also tried to improve the relevant emergency plan system,strengthen the safety regulation for industry enterprises and government,improve for industry crisis early warning system for prevention,which would promote the construction of public crisis management system and emergency linkage and improve crisis management and coordination.Based on the laws and regulations of the industry,this paper summarized the countermeasures and suggestions in line with the current situation of public crisis management in China.
