Research On The Interactive Relationship Between Government And NGO In Public Crisis Management

China is a natural disaster-prone country since ancient times, and now it enters the special period of "economic transition, social transition ". With public crisis becoming more and more complicated and diverse, the concept of overall governance has can’t adapt the social development. Public crisis management got into people’s view because of SARS. and NGOs(Non-Government Organization) participated in public crisis management widely after Wenchuan earthquake. As an organization on behalf of public welfare, NGOs must interact with the government effectively to maximize comparative advantages. And that is the way to enhance the level of public crisis management, which becomes a hot topic these years. So. this thesis will research the interactive relationship between NGOs and government in public crisis management.There are five parts in this thesis. The first part talks about background and significance of the topic. Aims to clarify the reason for choosing and possible innovations, it reviews the theories at home and abroad about "public crisis management","non-government organization"","normal relations between government and NGOs","relations between government and NGOs in state of emergency ", then the contents and research methods. Part two is the theory basis. It explains the pattern of public crisis management from the characteristics of public crisis, tasks of the four phases and the principles of management, to facilitate the analysis of reality. Then it explains theories of civil society、good governance、 market failure、government failure、NGOs’ realization of self value、resource dependence among organizations, what all supports NGOs’participation in public crisis management. Part three is the interactive relationship analysis base on reality, including the realities, problems and reasons. Through a large number of cases, we can see the relations between government and NGOs are guide, cooperation, competition and restriction. And we can find the problems from government and NGOs function localization, the powers and responsibilities definition, NGOs status as well as the coordination of the two. The fourth part is for suggestions, and an ideal pattern will be put forward. At first, what services should be provided is summarized. NGOs or government will assign services for their advantages and disadvantages. Then it points out that the conditions of the pattern are legal system perfection, NGO position promotion, and the good faith and communication between the two. Finally it gives some suggestions for improvement. The fifth part is conclusion. On the base of summarizing the dissertation, it puts forward the deficiencies and prospects.
