The Research Of The Public Crisis Management Of Typhoon Disaster

Our country encountered the severe typhoon disaster in the first half year of 2006, the worsenned trend of disaster development has made people's lives and social safety endangered seriously, this article is made to solve the various kinds of problems that exist in the government crisis management to prevent and come down with typhoon disaster at present. This research used some kinds of research approaches such as the relatively studies approach, historical analytic approach, and surveys that carries on research on the spot. In the course of whole research, I have chosen the local government of Guangdong: Adopt the method to survey and collect relevant materials through many channels on the spot, carry on exploration of real example nature study of our government crisis problems faced with worsenned trend of typhoon disaster. In terms of the theory and real examples, I have analyzed the management idea and crisis management system, probed the whole thinking and system frame of tackling with the typhoon critical incidents more rationally of the governments. Meanwhile, compared with the studies of the crisis management of the government of such countries or areas as Japan, U. S. A. etc., I have discussed finally how to combine the development evolution of the nation's conditions and government's crisis management practice, use domestic and international experience for reference, manage rational reform to our country's present government's crisis management to strengthen the management ability of typhoon and other nature disasters.The conclusions as follows:Put emphasis on the efficiency of government and the shape characteristic of typhoon disaster, I try to offer the systematic thinking and system frame of problems of the crisis, structure a crisis management system which can defend and combat against the natural disasters with high efficiency -based conclusions on facts of three respects of management mechanism, system construction, operating mechanism.Some problems this research revealed needs to be further studied, and the paper is only a preliminary exploration and reference paper for future research.
