Study On Public Crisis Of Natural Disaster Based On Holistic Governace

Crisis is an urgent situation in which normal conditions suddenly turn into danger.The emergence of public crisis is a kind of impact on the normal operation of society,and it poses a threat and damage to the lives,property and environment of the public.Therefore,to a certain extent,the sudden emergence of the public crisis exceeds the ability of the government to handle its normalization,forcing the government and society to adopt sophisticated and effective crisis management tools.As an important part of the public crisis,the occurrence of natural disaster-related public crisis also has the nature of suddenness and destruction.Natural disaster-related public crisis events are those mainly caused by floods,mudslides,earthquakes,typhoons,tsunami and other sudden disasters.Due to the force majeure of the nature,it is often difficult to predict.The secondary disasters it derives not only cause economic and social losses,but also cause people's psychological panic and even social disorder.On the whole,the public crisis is sudden,urgent,social,and transformable.It is a prominent social issue that is commonly faced by all countries in the world.It has a tremendous impact on the development and progress of the entire society,and cause considerable damage and become an inevitable major challenge for the government.Holistic governance theory aims at the drawbacks of the traditional bureaucratic system of fragmentation,and tries to solve the problem of “fragmentation” of government governance under the view of the new public management,and puts forward the cooperation mechanism of integration,coordination and integration.The theory of Holistic Governance and the disposition of public crisis fit in three aspects: governance concept,governance subject and governance structure.The integrated governance emphasizes the integrated governance effect and pursues the unity of value rationality and instrumental rationality.To some degree,the holistic governance of the public crisis has abandoned the bureaucratic pressure of the bureaucracy,realized the high efficiency and public value of the public crisis disposal,and focused on the construction of the coordination mechanism,the integration mechanism and the trust mechanism,and realized the overall operation of the inter agency and trans-department.From the view of governance structure,the disposal of public crisis under the guidance of holistic governance emphasizes the whole process management structure of “source prevention,process warning,emergency disposal and rehabilitation”.Holistic governance theory lays a theoretical foundation for the governance concept of seamless government and forward-looking government for public crisis management.Therefore,the holistic governance theory has pointed out the direction for the efficient disposal of the public crisis.It uses the advanced information technology to share the resources,change the original single government subject to carry out the most main body synergies,and use the governance level,the governance function and the public and private sector integration means,from their respective independence to the mutual coordination,In addition,its core features are the needs of the masses,through the functions of responsibility,trust,information and other functional elements,to achieve effective collaboration across departments and organizations,to jointly resist crisis events,and to promote efficient government construction in response to public demands.The "7.09" flood in Xinxiang is a typical public crisis of natural disasters.Because of the weak sense of crisis,the government ignored the prevention of public crisis.And the poor governance coordination among government departments,lack of governance mechanism across regional public crises.At the same time,there is no information communication mechanism among governments at all levels,inside government departments,between government and the social forces of all parties and among the people,resulting in poor communication of crisis information and weakening the overall governance ability of the crisis.Therefore,with the guidance of the holistic governance theory,we should strengthen the orderly cooperation between the government,the enterprises and the social organizations,and the people's conscious participation,the optimization of the public governance structure and diversify the governing body,establish a comprehensive and flexible mechanism of information sharing,promote the government's ability to govern,and reduce the loss of disaster.In this way,more support and trust from the public will further enhance the credibility of the government.
