| Since the reform and opening up,China’s urban economy has developed rapidly,attracting a large number of farmers to enter the city.The urban population has been increasing,and urban life has become richer.However,the amount of garbage generated in urban life is also increasing year by year,and the living environment is facing a situation that is not optimistic.To this end,our country has put forward the slogan of"accelerating the reform of the ecological civilization system and building a beautiful China",and requested all localities to "strengthen the disposal of solid waste and garbage.".This paper takes Suzhou City as the research object,stands in the perspective of public policy implementation,combines Smith model theory,and uses literature analysis,questionnaire,and interview methods to deeply analyze the entire process of urban domestic waste classification implementation.By summarizing the current situation of garbage classification in Suzhou,four dimensions such as the idealized policy of Smith’s policy implementation model were introduced into the study of garbage classification policy implementation,and problems in each dimension were found,including problems in the policy itself,such as vague policy objectives and poor implementation effectiveness;Executive agency issues,such as poor personnel quality and insufficient supervision and evaluation;Target group issues,such as low participation rates among residents and uneven quality of residents themselves;Environmental factors such as existing classification habits that are difficult to change,lack of full-time staff,insufficient funding,and a single source.According to the specific situation of Suzhou City,in-depth analysis of the causes of different types of problems has been conducted,and corresponding countermeasures and suggestions have been proposed,such as improving the policy itself,including further clarifying the policy content and promoting the scientific and rational formulation of policies;Improve the executive power of the executing agency,including improving the quality of the executing personnel and improving the supervision and evaluation mechanism;Improve the participation of target groups,including carrying out targeted publicity and education to improve the environmental literacy of residents;Optimize the policy implementation environment,including optimizing the social and cultural environment for waste classification,increasing capital investment,and introducing market mechanisms. |
