Along with the fast development of the economy,the people ’ s lives has been improved which included the urbanization of China.However,these are the reason increasing the production of domestic waste.In order to solve the "garbage siege" problem,most cities in China have successively carried out pilot projects and work on garbage classification to explore effective ways to address the growing domestic garbage problem in China.In this context,the garbage classification policy emerged as the times require.This article will analysis the current situation,the existing problems and how to improve the effectiveness of garbage classification policy implementation.This article takes the above aspects as a starting point to study the problems in the implementation of garbage classification policies in City B.This article will use the Smith policy implementation model to analysis the problems in four dimensions: idealized policies,implementing agencies,target groups,and the environment.With the help of three methods,namely,literature research,case study,and questionnaire,we have a general understanding of the current situation and problems in the implementation of garbage classification policies in City B.With an analysis of the implementation of the garbage classification policy in City B,it has been found that the garbage classification policy in City B has achieved certain results,there are also some problems: the goals of the garbage classification policy have not been fully achieved,the spatial differences in the implementation effect of the policy are large,the accuracy rate of source classification is not high,leading to difficulties in back-end processing,and there are problems of sorting before mixing.To address the above issues,through four aspects analysis of the Smith policy implementation model :The garbage classification policy itself is not perfect;The implementation of the main body is not in place;Insufficient coordination among residents;Environmental constraints on waste classification.On this basis,the author proposes solutions: improving policy design,improving policy pertinence based on reality,and refining policy content;Improve the executive power of the executive body,clarify the responsibilities of the policy executive body,strengthen publicity and education,improve incentive and constraint mechanisms,and optimize waste treatment technology;Improve the coordination degree of residents,improve their environmental awareness,and popularize garbage classification knowledge;Optimizing the policy implementation environment,creating a good social atmosphere,increase government financial support,and ensure the effectiveness of garbage classification policies.
