Taking Smith model as the research framework,this paper studies the implementation deviation and optimization path of MSW classification policy in N city from four aspects: policy itself,implementing agency,target group and environmental factors.First of all,in the context of the needs of urban governance,the actual state of the implementation of the domestic waste classification policy in N city is sorted out and summarized.Secondly,through field research and in-depth interviews and other methods,the deviations in the implementation of domestic waste classification policy in N city are analyzed from the dimensions of policy itself,implementing agencies,target groups and environmental factors.Then,from the perspective of Smith model,the author analyzes the reasons for the policy implementation deviation,and concludes that the idealized failure of the policy itself,the economic man attribute of the executing agency,the information asymmetry of the target group and the negative force of environmental factors are the deep reasons for the policy implementation deviation.Appeared finally,in view of the above reasons and policy implementation deviation analysis,combined with foreign advanced living garbage classification policy implementation experience,based on the Smith model for N city living garbage classification policy put forward the optimum path of the following: in the policy level,the whole building scientific comprehensive guide path;At the executive agency level,explore governance paths for capacity improvement;At the level of target groups,open up active participation paths;At the level of environmental factors,the integration path of environmental optimization should be built in order to promote the improvement of the efficiency of the implementation of the household garbage classification policy in N City,so as to improve the new pattern of social governance in the new era. |
