| With the advent of the era of big data,data plays an increasingly prominent role as a strategic resource,and data governance is highly valued.The construction of government data governance capacity is a key task during the 14 th Five-Year Plan period,and also an important way to promote the modernization of government governance system and governance capacity.The level of government mineral resources management is related to the rational exploitation and utilization of mineral resources and plays a very important role in ensuring the safety of national mineral resources.Big data is used to improve the accuracy,effectiveness and foresight of government mineral resource management,and promote government mineral resource management to shift to data management.It is the general trend to realize the modernization of mineral resource management system and management capacity.In this context,it is urgent to establish a scientific and reasonable maturity evaluation index with strong operability and quantitative evaluation,so as to reasonably evaluate the mineral resource data management capacity of Chinese government.Based on this,the problem of this research is focused on the mineral resources data governance maturity,first of all,use the literature system analysis to influence government governance maturity of the mineral resources data elements,combining the theory of TOE framework elements according to the "technology-organization-environment" three dimensions,construct the preliminary evaluation index system,through two rounds of expert interview,The maturity evaluation index system of government mineral resource data management is constructed,which is composed of 3 criteria level indexes,8 first-level indexes and 25second-level indexes,and each index is described.Secondly,based on the capability maturity model(CMM),the maturity of government mineral resource data management is divided into five levels: initial level,growth level,standard level,control level and optimization level,and the characteristics of each level are described according to the characteristics of government mineral resource data management.Finally,using the analytic hierarchy process(AHP)to determine the mineral resources data governance maturity evaluation index weight,and introduce the fuzzy comprehensive evaluation method as the mineral resources data management maturity evaluation method,in order to better measure the government mineral resources data governance maturity level,ability of the mineral resources data governance maturity for the government to provide. |
