Research On Evaluation Of Government Performance Differences In Ecological Functional Areas

The construction of ecological function zones is an important measure to promote the construction of ecological civilization and build a beautiful China in the new era.As an important responsibility subject in the construction of eco-functional zones,local governments should scientifically construct and differentiate the performance appraisal index system of eco-functional zones,effectively avoid the drawbacks of traditional GDP-oriented single performance appraisal,effectively change the traditional extensive development model at the cost of ecological environment,and stimulate local governments.We should promote the enthusiasm and initiative of the construction of ecological function zones and the construction of ecological civilization.Constructing the differentiated performance appraisal model is a new model and initiative to promote the transformation of the development mode of ecological functional zones and establish green mountains,which is also a new concept of development of Jinshan Yinshan.This paper draws lessons from the latest achievements of government performance appraisal,combines the practical problems in the construction of eco-functional zones and the existing difficulties in government performance appraisal,puts forward and constructs a brand-new differentiated government performance appraisal theory system,in order to promote the development of theory and practice of government performance appraisal in the new era,and promote the construction of national ecological civilization and beautiful China.The realization of dreams.This paper mainly studies from the theoretical combing,problem analysis,experience comparison,model construction,performance evaluation,policy recommendations and other dimensions.The research contents and main points are as follows:Firstly,this paper systematically combs the research frontiers and related literatures on eco-functional zones and government performance at home and abroad,puts forward and focuses on the research theme of this paper,and explains the connotation of government performance differentiation evaluation in eco-functional zones.On the basis of systematically combing ecosystem theory,ecological function area theory and government performance theory,this paper expounds the basic connotation of government performance differentiation evaluation model in ecological function area.The so-called differentiated performance appraisal is to implement the differentiated performance appraisal model which is different from the general areas and reflects the characteristics of the ecological functional zones according to the strategic requirements and inherent characteristics of protecting the ecological functions of the ecological zones and guaranteeing the national ecological security.Through the differentiated assessment of eco-functional zones,this paper objectively,impartially and differently evaluates the actual performance and contribution of local governments in the construction of eco-functional zones,fully reflects the special achievements of the government in eco-functional zones,fully mobilizes the enthusiasm of local governments in promoting the construction of eco-functional zones and ecological civilization,and promotes the construction of eco-functional zones.The implementation of green and low carbon development concept fully demonstrates the concept of socialist ecological civilization.Secondly,the current situation,main problems and reasons of government performance appraisal in China's major ecological functional areas are analyzed comprehensively.Based on a comprehensive analysis of the government performance appraisal in China's eco-functional zones,this paper focuses on Hunan Province as a sample,field investigation and dissection of sparrows as a method to study the existing eco-functional zones government performance appraisal in a series of problems such as lagging performance appraisal concepts,evaluation mechanism block,evaluation methods are not scientific enough.The local government development outlook and performance outlook bias,the comprehensive impact of the tenure system of leading cadres,the current performance appraisal mode of follow-up,pressure-based administrative system solidification and restraint are the underlying reasons for restricting the implementation of government performance appraisal in eco-functional areas.Thirdly,we will deeply compare the main experience and reference of the government performance difference evaluation at home and abroad.This paper compares and studies the performance evaluation experience of eco-functional zones in developed countries such as Britain,Canada and the United States.Changbai Mountain eco-functional zones are selected for comparison in China.The enlightenment of domestic and foreign experience on promoting the assessment of ecological functional zones mainly lies in perfecting the assessment system,setting up the assessment index scientifically,promoting the assessment of ecological classification,establishing the normalization mechanism,attracting public participation,and constructing the ecological compensation mechanism.Fourth,we should creatively build a differentiated evaluation model of government performance in ecological functional areas.This paper distinguishes the traditional performance appraisal model and puts forward the differentiated government performance appraisal model in eco-functional zones,aiming to overcome the drawbacks of traditional performance appraisal dominated by "GDP"and creatively construct a differentiated performance appraisal system reflecting the characteristics of eco-functional zones.The core of differentiated government performance appraisal is to clarify the value orientation of differentiated government performance appraisal,and guide the government performance appraisal baton to change to the direction of ecological function zone construction task through the differentiated selection of indicators and indicators weight.In the establishment of the evaluation index system,the paper starts from the influence of economic and social development,basic security capacity,input cost,output,input-output efficiency,adequacy and other aspects of ecological function construction,and then constructs the government performance evaluation model oriented to the ecological function area.Fifth,based on the perspective of differentiated evaluation,this paper makes an empirical study on the government performance evaluation of Hunan ecological function area.As an important province in central China,Hunan is rich.in ecological resources,and many regions are listed as ecological functional areas.It is also an important area for flood regulation and biodiversity protection of Dongting Lake.In this paper,14 districts and counties in Youxian,Chaling,Shaoyang and Xinning counties of Hunan Province were selected to take part in the differential evaluation of ecological function zones,which corresponded to seven non-ecological main function zones and seven ecological main function zones respectively.The evaluation indexes and weights of government performance differentiation of ecological function zones in Hunan Province were determined,with emphasis on ecology.Development indicators include input,output,efficiency,fairness and sufficiency of ecological development.Sixth,it puts forward the countermeasures to differentiate the government performance in the ecological function area.In the transformation of assessment concept,we should aim at differential development and coordinated development.The purpose of establishing the differentiated evaluation model is to recognize the differences between the eco-functional areas and other main functional areas in terms of resource endowment,service function and space value,avoid the unified traditional management model,avoid the development model at the cost of sacrificing resources and environment,and grasp the differentiated evaluation and coordinated development profoundly.The dialectical unity relationship should be established,and the concept of performance appraisal with difference and harmony should be established.In the aspect of index setting,we should speed up the construction of scientific and objective performance evaluation index system and its weight coefficient,highlight that green water and green hills are the development concept and value principle of Jinshan Yinshan,deeply understand the essential connotation of differentiation,and guide the construction of ecological functional zones to the direction of green and low carbon through the setting of index and weight.More emphasis should be placed on technological innovation and the development of green low-carbon economy.At the supervisory level of the evaluation process,we should improve the differentiated evaluation methods and mechanisms,promote open and transparent evaluation,seek truth from facts and treat differently,and establish a differentiated evaluation mechanism with the government as the leading factor,the public participation as the force,and the political,economic,social,cultural and ecological five-in-one as the main fields.In the evaluation of the results,we should be open,transparent and incentive constraints as a guarantee,to achieve a fair and fair combination of rewards and penalties,highlighting the authority of performance evaluation and incentives.The main innovations of this paper are as follows:First,we should innovate the traditional concept of pursuing GDP supremacy and creatively construct a new government performance appraisal system with Chinese characteristics.Under the macroscopic background of carrying out the concept of green development and promoting the construction of ecological civilization,taking the differentiated evaluation of government performance in eco-functional zones as the research gist,it is different from the traditional government performance evaluation model,and it is not divorced from the research paradigm of government performance evaluation,which expands the research framework of government performance evaluation and puts the traditional pursuit of GDP first.We should innovate the concept of achievement and creatively construct a new type of government performance appraisal system with Chinese characteristics.Secondly,creatively put forward to establish the concept of ecological civilization for local development,and tentatively put forward the construction of ecological function area government performance differentiation evaluation model.In a sense,the evaluation index system is the key to evaluate the success or failure of the activity.According to the characteristics of the government performance evaluation objects and the objectives of the performance evaluation in the eco-functional zones,a scientific and reasonable government performance evaluation index system for the eco-functional zones is established by fully drawing on the experience of western developed countries and domestic eco-functional zones.Thirdly,we should rationally determine the index weight in the evaluation system,and improve and innovate the government performance evaluation methods of ecological functional areas.The differentiation of index system weights is an important characteristic of government performance differential assessment in ecological function areas.In the whole process of system evaluation,the difference of index weight reflects the difference of ecological function and development degree of different ecological functions.It is the core and difficulty of the whole evaluation process to determine the weight of the index.Through comparative analysis and other methods,this paper will maximize the accuracy and scientificity of government performance evaluation in ecological functional areas.Absorbing the advantages of the performance evaluation of the domestic ecological function zones,setting the evaluation index scientifically from the green and ecological point of view,and carrying on the related applied research,making the performance evaluation method initially expanding and realizing the innovation of the theoretical method.
