Study On The Treatment Of Township Government In Heilongjiang Province

With the leapfrog rise of farmers’ living standards and consumption levels,there is also a rise in the output of rural household waste.At the same time,the composition of rural household waste is gradually complicated,so the pollution caused by rural household waste is more and more serious,which cannot be underestimated.From the new rural construction to the Party’s 20 Congress,the CPC Central Committee attaches great importance to rural environmental issues,emphasizing to constantly strengthen the governance of rural household garbage,strengthen the construction of rural ecological environment,and township government as a grassroots government,is the bridge connecting higher organizations and farmers,township government responsibilities can be implemented directly related to the effect of rural household garbage governance;It is related to whether farmers can have a livable environment.Therefore,it is of great significance to promote rural household garbage treatment by township governments to reduce rural household garbage pollution and construct rural ecological environment.Based on the theory of collaborative governance,the theory of new public service and the theory of sustainable development,the paper defines the concept of rural solid waste,the concept of responsibility of township government and the concept of rural solid waste management by using three methods:literature research,investigation and comparative analysis.This paper explains the current management status of rural solid waste in Heilongjiang Province from five aspects:main body,composition,harm,publicity and management methods.The author analyzes the problems of rural solid waste management in township governments of Heilongjiang Province,such as lack of governance awareness,lack of legal basis,imperfect infrastructure,inadequate publicity and guidance,and imperfect management measures.Besides,it also analyzes the causes of rural solid waste management by township governments in Heilongjiang Province,such as the inaction of the governance subject,the lack of corresponding legal norms,the lack of governance funds,the lack of publicity,and the imperfect management mechanism.By referring to the rural household garbage treatment experience of township governments in four foreign developed countries,the United States,Japan,Sweden and Germany,and the rural household garbage treatment experience of township governments in four domestic cities,Shanghai,Zhejiang,Hunan and Ningxia,this paper summarizes and concludes.In order to improve the management level of rural household garbage,five suggestions were put forward:strengthening the main consciousness of rural household garbage treatment by township governments,improving the legal basis of rural household garbage treatment,broadening the financing channels of rural household garbage treatment,improving the publicity of rural household garbage treatment,and perfecting the management mechanism of rural household garbage.To promote township governments to better promote the process of rural household garbage treatment and rural ecological environment construction.
