Research On The Treatment Of Rural Household Waste From The Perspective Of Collaborative Governance

With China’s economic and social development and the advancement of new rural construction,rural economy is no longer a purely agricultural economy,village and township industry,commodity circulation and service industry such as seep into the rural economy,rural living garbage rapid increase,the number and variety of past rural self digestive and circulatory function can’t can’t satisfy today’s waste management needs,countries to break the plight of rubbish around the village,successively introduced "the central committee of the communist party of China on the opinions of the implement the strategy of rejuvenating the country".The rural residential environment improvement action plan for three years and the rural residential environment renovation of the village clean action plan to improve rural living environment as the important content of socialist new rural construction,rural living garbage management as an important part of the living environment improvement,improving the efficiency of the rural living garbage management is imperative.Rural living garbage management as a complex social problem involves the public products supply,management process and management achievements involve more than one subject,and rely on the traditional government management,is clearly not enough,so the collaborative governance theory to the research of the rural living garbage management,solve the shortage of the single main body participation in waste management,determine the government,market,grassroots organizations,citizens in the specific problems of the rural garbage classification management role,should assume what responsibility,develop the function of what,cooperate together to maximize the effect of governance and long-term.This article selects X N province county rural living garbage management situation were investigated,through on-the-spot investigation,interview investigation method and so on,to understand the local rural garbage basic situation,in the relevant government department staff,township and village cadres,village,environmental protection company and villagers’ interview,understand local rural garbage management aspects of the situation and the major problems in the process of governance,and the responsibility of the function.Through summary and analysis,it is found that the treatment of rural solid waste in this area has experienced three stages,which are respectively;Free disposal stage of rural garbage;Operation stage of rural garbage market town;Rural garbage sanitation integration stage.In this process,some results have been achieved: the old garbage can be cleaned up comprehensively;The sanitation personnel facilities are well equipped;Establish fund raising channels for P&G;The supervision and publicity system has been gradually improved.But at the same time based on the analysis of the collaborative governance model,we also found that there are problems in the governance process;the fragmentation of the collaborative body;the denormalization of the collaborative process;the imbalance of the collaborative value and the under-adjustment of the collaborative motivation.For these four aspects,from the perspective of collaborative governance The perspective puts forward corresponding improvement strategies,namely: Understand the needs of various parties and enhance motivation collaboration;clarify the division of roles and promote collaboration between the main bodies;innovate mechanism design to promote process collaboration;promote waste classification and promote value collaboration;promote integrated reform of environmental sanitation and establish a long-term governance mechanism.
