Research On The Rural Household Waste Management Model Of "Village And Community Co-governance"

As an ecological environmental problem,rural household waste urgently needs to be solved in the process of building a beautiful China.However,many factors such as over-dominance by the government,weak environmental awareness,single source of funds,and lack of treatment technology have made the three major aspects of rural household waste treatment(source classification,platform transfer,and end disposal)not effectively resolved.As a "social issue" that highly relies on policy guidance,mass participation,technical guarantees,and private capital support,the problem of rural household waste requires efforts of the whole society:the guidance of government,the introduction of private capital and market competition mechanisms,and the joint participation of villagers and community,thus can be solved completely.Therefore,based on the different roles of implementation entities of "rural" and"society",this paper proposes a "village and community co-governance" model for the management of rural household waste,to reinforce the governance efficiency of the government,market,social organizations,and the majority of villagers in all sectors of society.Then,the "village and community co-governance" model can provide a feasible plan for improving the effectiveness of rural household waste management.In view of the domestic and foreign rural household waste treatment situation,the main problems of the lack of multi-directional and deep-level cooperation in the process of the rural household waste management are focused on in this article.We also analyze the role of government,villagers and market in rural household waste.Starting with the actual situation in villages of Neicuo town in Xiang’an district,we studied the situation of the infrastructure,governance awareness,treatment technology by methods of questionnaire survey,interactive interview,and data retrieval.Meanwhile,combined with public service theory,ecological environment theory,and public governance theory,we discussed the influence factors of various organizations in the social,and provide guidance of theoretical and practical for the construction of a rural household waste management model of "village and community co-governance".The "village and community co-governance" model that integrates the power of"village" and "community" can simultaneously inject rural autonomous organizations and the power of all sectors of society.The application of this model in the systemic project of rural household waste management can give full play to each The role of the main body,stimulate the vitality of all sectors of society.This article sorts out the roles of different governance objects of the government,market and village,and clarifies the society division of labor and analyze the necessity when applied with"village and community co-governance" model.This part of the study fully expounds the practical significance of "village and community co-governance" model in realizing long-term and normalized governance of rural household waste treatment.Finally,this paper takes the actual case of Neicuo town as the breakthrough point,and analyzes the application of "village and community co-governance" model in the Qiongkeng village with PESTEL model.The results show that many issues exist in the process of the rural household waste treatment,such as villagers’ weak awareness of environmental protection,incomplete infrastructure,insufficient financial support,imperfect market competition mechanism,insufficient technical support,and limited private capital.In addition,we deeply studies the different roles of different governance objects in the process of the rural household waste treatment,and explores the optimization scheme of "village and community co-governance".To lay a solid foundation for effectively solving rural household waste,improve rural ecological environment,and promote the quality of villagers’ life,we propose the suggestion that intensities the government’s leadership,highlight market players,and motivates the individual participation.
