Research On The Responsibility Of Township Governments In Rural Waste Management

Township government is at the most basic level of China’s administrative system,and it is the main body to solve the problem of rural waste management.It is the duty of township government to take its own responsibility and solve the problems in the process of rural waste management.At present,the township government has made some achievements in rural waste management,but there are still some problems,such as the township government’s implementation of waste management policy is not strong,the lack of capital investment,the lack of the function of providing public goods,the lack of supervision and the weak coordination role of Multi-Agent joint governance.The main reason for these problems lies in the township government’s policy on rural waste management There are many problems,such as the backward concept of waste treatment,the lack of the function of implementing waste treatment policy,the insufficient investment of special funds for waste treatment,the imperfect construction of waste treatment infrastructure and so on.Therefore,the township government needs to accelerate the transformation of the concept of rural waste management,promote the service-oriented construction of township government,provide perfect government financial guarantee,improve the responsibility mechanism of rural waste management,establish a multi-agent collaborative rural waste management system led by the government,and strengthen the publicity and education of waste management,so as to better carry out rural waste management.Based on the analysis of the basic theory of township government’s responsibility in rural waste management,combined with the actual situation,the author analyzes the problems and reasons of township government’s responsibility in the process of rural waste management,and then puts forward the feasible countermeasures to solve the problems.This paper mainly includes four parts.The first part is the introduction,which mainly introduces the research background and significance,research status at home and abroad,as well as the main research methods,research ideas and innovation of the paper.In the first chapter,the core concept of township government responsibility in rural waste management is defined,and the basic content and theoretical basis of township government responsibility in rural waste management are elaborated;In the second chapter,it summarizes and combs the current situation,existing problems and reasons of township government’s responsibility in the process of rural waste treatment;In the third chapter,according to the problems existing in the process of rural waste management,the countermeasures to promote the township government to fulfill its responsibility in rural waste management are put forward.
