Research On Collaborative Governance Of Rural Domestic Waste Problem

The construction of rural ecological civilization is an important part of rural revitalization,and the treatment of rural household waste has always been one of the core issues in the construction of ecological civilization.Taking Z Town,Tian Shui City,Gansu Province as an example,this thesis explores the relevant practices and experiences of rural domestic waste treatment from the perspective of collaborative governance,and elaborates and analyzes the existing problems and causes of rural domestic waste,and puts forward beneficial countermeasures and suggestions for improving the collaborative governance of rural domestic waste.Through field survey,this paper summarizes the main practices and experiences of collaborative governance of rural domestic waste in Z Town,Tian Shui City.Z Town has now established a collaborative mechanism and assessment and evaluation mechanism for the management of rural household waste,and certain effectiveness have been made in collaborative governance of rural household waste,which further improves the rural living environment.Analyzing the problems of rural domestic waste management in Z town of Tian Shui City,they are concentrated in the following aspects: first,the source of rural waste treatment funds is insufficient;second,the effect of multi-subject collaborative treatment is not fully reflected;third,the implementation of waste classification is not in place;fourth,the information processing of collaborative waste management is not smooth.The main reasons for the above problems are weak financial support,weak awareness of social groups to participate in the treatment of household waste,inadequate guidance measures for garbage classification and treatment,and lagging application of information technology for collaborative treatment of household garbage.On this basis,the thesis tries to put forward countermeasures and suggestions to improve the cooperative treatment of rural household waste.First,it is to strengthen the fund guarantee of rural household garbage treatment,including optimizing the allocation of government financial funds,implementing the garbage treatment fee system and expanding the project financing channels.The second is to give full play to the effect of multi-subject collaborative governance,by increasing the publicity of the treatment of rural household waste,establishing collaborative governance organization system and improving the collaborative procedures of rural household garbage treatment.The third is to strengthen the classification of rural household waste,the specific measures are to strengthen the publicity and training of rural household waste classification,improve the infrastructure and corresponding technology of rural household waste classification,establish the incentive mechanism of rural household waste classification;Fourth,improve the informatization level of rural household waste collaborative governance,especially to strengthen the construction of Informatization network and big data platform of collaborative governance on rural household waste.
