Research On Policy Implementation Of Urban Household Garbage Classification Of G City

Since the 18th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping at its core， attached great importance to the construction of ecological civilization and proposed a series of new ideas,new conclusions and new measures,laying a solid foundation for the development of ecological civilization in our country.Building an ecological civilization and taking the road of sustainable development is a major strategy that affects the well-being of the people and the future of the nation.It is a great cause that benefits the present and also the future.At present,the process of urbanization in China is accelerating,and a large number of rural people have completed the transformation of their status from "farmers" to "citizens".With the continuous increase of urban population,the carrying capacity of the city has seriously exceeded the limit,which has brought about a series of negative problems such as "garbage siege".How to solve the garbage problem and realize the reducing,recycling,and harmless treatment of garbage is a problem that we urgently need to solve.The implementation of household garbage classification is obviously the most effective,scientific and feasible solution in the long term.In recent years,household garbage classification has received general attention from the central to local governments at all levels in China.It has been piloted in 46 key cities including municipalities,provincial capitals,and cities specifically designated in the state plan.Then started in cities at prefecture-level across the country in 2019.The strategy that the household garbage classification policy covers the whole country is advanced steadily.At present,there have been many results in the research on household garbage classification in large and medium-sized cities in China,but there are still relatively few studies conducted in county-level cities.As the pilot work of household garbage classification is fully rolled out at the grassroots level,it is of great significance to conduct research using county-level cities as case studies to enhance the implementation of the policy in county-level cities.This paper selects a certain county-level city in Jiangxi Province—G city as the research object.Through questionnaire surveys,field visits,face-to-face interviews,accessing information etc.,we have a detailed understanding of the whole process of the policy implementation of urban household garbage classification in G City,and using this as an example to analyze and set forth G City’s achievements in the implementation process,such as the introduction of a work plan,the establishment of a management system,the improvement of classification facilities,and the promotion of classification awareness.At the same time,this paper also points out some specific problems,such as the lack of supervision and execution,insufficient hardware facilities and residents’ weak awareness of classification.Then,from the four aspects of Smith policy implementation process model,which are idealized policy,policy executor,policy environment,and target group,to analyze the reasons of the problems in depth.Finally,from the aspects of perfecting laws and regulations together with supporting measures,improving professional ability of executors,creating garbage classification atmosphere,enhancing residents’ quality of classification,guiding residents to participate actively etc.,to put forward feasibility suggestions of improving implementation effects of urban household garbage classification policy of G city.The author hoped that the research in this paper could provide help for the smooth policy implementation of household garbage classification of G city.
