Research On Problems And Countermeasures Of Government-enterprise Collaboration In Fair Opening Management Of Oil And Gas Pipeline Network

The establishment of the National Pipeline Network Group means that China’s oil and gas system reform has entered a substantive stage.In order to promote the effective opening of pipeline network facilities that are in a natural monopoly position,the government and enterprises need to work together to achieve the goal of opening the pipeline network to all users in a fair and non-discriminatory manner.Under the framework of SFIC,this paper firstly uses literature analysis to distill literature that can be drawn on.Then,a questionnaire survey and an interview survey were conducted on the current situation of government-enterprise collaborative work in the fair opening link of pipeline network in the eastern region,and detailed basic data were obtained.Then,using the theory of collaborative governance as the outline,this paper summarized four main problems in the eastern region,such as insufficient motivation of governmententerprise collaboration,low effectiveness of government supervision,insufficient guarantee of regulations and systems,and weak foundation of trust.By tracing the root causes of the problems,this paper analyzed four main reasons in the eastern region,such as unequal power,resources and information between government and enterprises,lack of professional and authoritative regulatory agencies,insufficient guarantee of system design,and insufficient input from all parties in the process of cooperation.Based on the analysis of the dilemma of fair and open government-enterprise cooperation in the eastern region,this paper proposes four countermeasures to improve the effectiveness of government-enterprise cooperation:firstly,promote information sharing and eliminate resource barriers in multiple ways;secondly,explore new regulatory mechanisms and gradually realize " separation of government and supervision" to optimize the governance structure;Thirdly,improve the basic laws of the industry,relevant supporting rules,and establish a mechanism of government-enterprise cooperation,so that the government and enterprises can work together to manage the pipeline network;fourthly,to increase the construction of pipeline network infrastructure,optimize the pricing mechanism,and jointly create a good competitive environment for the oil and gas market.The research in this paper provides a certain reference for the optimization of the government-enterprise synergy model in the eastern region,and also provides a certain reference for the fair opening of the pipeline network in other regions and even nationwide.With the experience of upgrading the oil and gas reform work in the eastern region,this paper hopes to promote the reform of the oil and gas market to a new stage.
