The Influencing Factors And Approaches Of Effective Government Collaboration In Cross-boundary Environmental Pollution Governance

Facing the increasingly severe cross-boundary environmental pollution,government collaboration has become the important choice to deal with cross-boundary environmental pollution.Throughout the practice of government collaboration in dealing with cross-boundary environmental pollution,the outcomes are different.There are not only successful cases of effective governance of cross-boundary environmental pollution through government collaboration,but also some failure cases of unsatisfactory governance of cross-boundary environmental pollution through government collaboration.As the product of government collaborative practice,the effectiveness of cross-boundary environmental pollution governance is affected by the performance of government collaboration.As a result,the research question of this paper is about how to achieve effective government collaboration in the governance of cross-boundary environmental pollution?Therefore,based on the cases of government collaboration to deal with cross-boundary environmental pollution in China,this research uses csQCA to explore influencing factors and the approaches of effective government collaboration.This research is divided into five parts.The first part is the introduction,which introduces the origin and significance of the research,defines the core concepts,expounds the research ideas and methods,and discusses the possible innovation points.The second part is related theories and literature,which introduce the theoretical basis of the research-collaborative governance theory and collective action theory,and review the the existing domestic and foreign literature on government collaboration in cross-boundary environmental pollution governance,government collaboration performance evaluation and its influencing factors,so as to find the theoretical support for the follow-up research.The third part is the research design,which introduces the method of QCA,the selection criteria of sample cases and the assignment rules of csQCA,expounds the variables involved in the variable design and their assignment rules,and forms the variable assignment table on this basis.The fourth part is the empirical analysis.Based on the construction of the truth table,single factor sufficiency and necessity analysis and factor combination analysis are carried out on the condition variables to explore influencing factors and approaches of effective government collaboration in cross-boundary environmental pollution governance,each approach is explained one by one and the explanatory study is carried out on this basis.The fifth part is the conclusion and discussion,which summarize the conclusion of this research,put forward some suggestions to improve the performance of government collaboration,and explain some limitations of the research and the future research direction.The results show that the conditional variables "direct promoter" and "benefit compensation" are sufficient conditions to achieve the results of "effective government collaboration".In other words,the promotion of superior authority and the establishment of benefit compensation mechanism have a certain positive effect on the effective government collaboration in the cross-boundary environmental pollution governance.There are three approaches of effective government collaboration in cross-boundary environmental pollution governance,they are the interest-driven under the agreement-led and the authority-driven under the agreement-led in the cross-provincial environmental pollution governance,and the authority-interest-driven in the provincial environmental pollution governance.hn the cross-provincial environmental pollutioii governance,the signing of intergovernmental agreement is a necessary condition for realizing the effective government collaboration,but the signing of intergovernmental agreement alone is not enough to lead to the result of effective government coordination,it also needs coordinate with the benefit compensation mechanisin,the promotion of superior authority and the power allocation of authority structure.In the provincial envirorunental pollution governance,the effective govenunent collaboration requires the promotion of superior authority,the benefit compensation mechanism and the promotion accountability mechanism.In order to realize the effective government collaboration in the cross-boundary environmental pollution governance,three suggestions are given,firstly,giving full play to the important role of the superior authority,secondly,promoting the improvement of the compensation mechanism for ecological protection,thirdly,promoting the signing and implementation of the intergovernmental agreement.
