Research On The Government Enterprise Cooperation Mechanism Of Emergency Management In The Field Of Safety Production

At present,China is in a risk society,and the emergency management system and capacity are facing increasingly severe challenges.At the same time,China is one of the countries with the most frequent production accidents in the world.Although the government has played an indispensable role in the emergency management of accidents and disasters,the government governance model under a single subject cannot obtain the optimal emergency management effect.In the context of China’s overall digital transformation,technology,as an important governance tool,has been gradually applied in the governance process,and many safety production enterprises are the actual owners of technology.Due to the close relationship with the government and the progressiveness professional technology,state-owned enterprises play a special advantage in emergency management.The participation of Chinese enterprises in emergency management can solve the problems of insufficient government experience and lack of professional equipment in the field of safety production in the current emergency management.The in-depth analysis of the government enterprise cooperation mechanism in emergency management is conducive to promoting the smooth implementation of emergency government enterprise cooperation projects,which is of great significance for improving the emergency management ability of our government and improving our emergency management system.Based on the theory of government enterprise cooperation and emergency management,this study analyzes the generation logic of government enterprise cooperation in emergency management,the core of the cooperation mechanism,the guarantee and operation support of the cooperation mechanism,and then constructs the government enterprise cooperation mechanism of emergency management in the field of safety production from the overall perspective.Through in-depth interviews with administrative personnel of Shanghai emergency department and relevant staff of S enterprise to obtain research materials,the implementation mechanism and operation logic of government enterprise cooperation mechanism in emergency management were investigated.The research finds that the three factors of modernity risk in the city,emergency demand of the government and professional strength advantage of enterprises jointly contribute to the formation of the government enterprise cooperation mechanism;In the process of emergency management,the advantages of market forces and administrative forces complement each other to form a technology administration coupling type of governance,such as social emergency "assistance" based on obligation,hidden danger investigation and accident investigation based on Raman spectroscopy technology,and "common scenario emergency" in risk early warning;Government purchase and project-based operation are the forms to realize the cooperation mechanism between government and enterprises.Policies,regulations and communication between government and enterprises ensure the cooperation of political potential and market forces and the operation of the cooperation mechanism between government and enterprises.Finally,according to the research conclusions,the paper discusses how to improve the effectiveness of the government enterprise cooperation,and further puts forward relevant suggestions to promote the good operation of the government enterprise cooperation mechanism in emergency management.
