Research On The Relationship Between Government And Enterprise In Environmental Governance

The continuous adjustment and optimization of the economic structure has promoted the sustained and healthy development of the domestic economy,especially the comprehensive implementation of the “One Belt,One Road” initiative,which has taken the wings of China's rapid economic development.However,contrary to economic development,environmental pollution is increasing.For example,the surface subsidence caused by resource-based cities in order to rapidly develop economic over-exploitation resources,the water and soil pollution caused by the rapid development of various heavy industries,and the sudden increase in motor vehicles have led to increasingly serious air pollution.Wait.The incentives leading to environmental pollution are characterized by diversity,both by the environmental awareness of the group and by economic development indicators.In the process of environmental governance,the government and enterprises all have their own functions and responsibilities.Government departments need to formulate policies and related systems,enforce the law impartially and strengthen supervision and management.Enterprises should abide by laws and regulations and grasp the balance between economic and social benefits.Take the initiative to assume social responsibility.In order to achieve the expected environmental governance goals,it is necessary to establish relevant institutional mechanisms,build a positive interaction between the enterprise and the government's environmental governance work,and promote the sustained and healthy development of the national economy.This paper chooses the relationship between government and enterprises as the starting point.Firstly,it summarizes the theoretical results of political enterprises and environmental governance,and constructs the corresponding theoretical framework to lay a theoretical foundation for further research.Secondly,it analyzes the main functions and practical needs of corporate responsibility,government functions and government-enterprise relations.Selects Taiyuan X Company as a specific research object,and analyzes itsbehavior in the process of sewage permit and EIA procedures,combined with the government.The shortcomings of the departmental mechanism specifically analyze the game situation of both parties,and find out the main problems in the relationship between government and enterprises in environmental governance: First,the government functions are not well performed,such as unclear power boundaries,weak public authority supervision,and power expansion.Second,the lack of government relationship culture,such as government cooperation goals,processes,standards,mechanisms,etc.are not clear enough.Third,third-party supervision is weak.Fourth,the regulatory system is not sound enough.Finally,the corresponding strategies are proposed in combination with the existing problems: First,the government changes its functions and enhances social supervision.The second is to build an interactive culture of government and business and form an effective value system.The third is to introduce a multi-disciplinary mechanism to effectively control regional pollution,give play to the supervision function of online media,and maximize the effect of group supervision.The fourth is to establish and improve the environmental protection law to ensure that the government and enterprise methods have laws to follow.
