Research On Participatory Governance Of Rural Domestic Waste And Its Realization Path

The treatment of rural domestic waste is an important part of the construction of "ecological livability" in rural areas.The issue of domestic waste management in rural areas has attracted much attention from the party and the government.Therefore,the General Office of the State Council jointly formulated the "Implementation Plan for the Rural Domestic Waste Management System" with the Development and Reform Commission,the Ministry of Housing and Urban-Rural Development on the issue of rural domestic waste management.The content clearly states that governments at all levels promote the innovation of rural domestic waste management models and strive to explore by the end of 2022.Develop a domestic waste management model that can be imitated,promoted,and has strong applicability.The plan clearly proposes that the governance of rural domestic waste should give full play to the main role of the villagers and strengthen the application of market governance methods.This fully shows that in the new era,the governance of rural domestic waste is by no means the government’s monologue,and the role of multiple social actors must be effectively brought into play.Let the government’s leadership,market participation,and the assistance of social forces become a new fashion in the field of rural domestic waste management.This This research is based on an all-round investigation of the participatory governance of rural domestic waste in L Village in southeast Henan Province.Through the macro background of the participatory governance of domestic waste in L Village,it describes the changes of the participatory governance of domestic waste in a panoramic view.Deeply dig into the mechanism design of the participatory governance of domestic waste,and finally,on the basis of the above,the three main bodies of the grassroots government,environmental protection enterprises and social organizations present the problem of domestic waste governance in L Village: focus on governance performance,neglect supervision and management;focus on technology Efficiency is less important than the actual situation in the village;more important is environmental protection propaganda than coordination and communication.Next,I analyze the reasons for the above problems from the academic rationality,which are mainly reflected in: the fuzzy division of tasks at the government design level,the lack of regulatory responsibilities,and frequent rent-seeking phenomena;the contradiction between limited funding sources at the market implementation level and high cost expenditures,The contradiction between the dogmatization of the governance process and the specialization of the rural environment,and the contradiction between the inaction of cleaning personnel and the efficiency of environmental protection enterprises;the division of political and social goals at the level of social participation,weak strength,and excessive administrative organization.At present,it is urgent to pay attention to the practical problems encountered by participatory governance and the applicable fields of participatory governance.In the future,the basic path for optimizing the participatory governance of rural domestic waste will still lie in how to deal with the government,market,and The cooperative relationship between the society is oriented,the power and responsibility,capital,personnel management and other aspects are the standard processes,and the development of rural self-organization forces is further improved in the participatory governance system of rural domestic waste.Finally,it provides scientific,feasible and effective suggestions and measures for the construction of my country’s rural domestic waste management system,and contributes to the party and the country’s beautiful rural strategy and rural revitalization strategy.
