Research On Classification Problem Of Domestic Garbage In Putian

With the huge amount of domestic waste produced in people's daily life,cities are not only facing the pain of garbage siege,but also causing a series of environmental problems such as land occupation,harmful substances infiltration and dioxin pollution caused by incineration.At present,most cities in China are experiencing a gradual process of development from extension to connotation.The key to solve the problem of urban development is to classify domestic waste,establish a green and low-carbon recycling development ecological system,and promote the comprehensive conservation and recycling of resources.It is also an important part of the construction of ecological civilization in China.Therefore,how to establish an effective domestic waste classification system has become an important proposition for urban managers.Since 2012,Putian has carried out the pilot work of domestic waste classification in many districts of Chengxiang District and Licheng District,but the results are not obvious.There are some problems,such as incomplete supporting facilities,imperfect classification system,imperfect recycling industry chain and low participation of government,residents,enterprises and non-governmental organizations,which have become the shortcomings of restricting the construction of beautiful Putian.Based on this,this paper mainly uses the theory of public goods and multiple co-governance,with the help of literature research,investigation and analysis,case analysis method,combs the status quo of domestic waste classification in Putian around the whole process of domestic waste treatment,and focuses on combing and analyzing the problems and causes of domestic waste classification in Putian from the four dimensions of government,residents,enterprises and non-governmental organizations.Based on the experience of domestic and foreign cities,it is proposed to construct a grid classification and supervision system by means of digitalization,grid and marketization,and to bring into play the working effects of government,residents,enterprises and social organizations in terms of changing the way of government management,enhancing residents' awareness of classification,improving the industrial chain system of waste classification and mobilizing the strength of social organizations,in order to achieve effective Co-governance of multiple.
