Evaluation Of Coordinated Development Of Beijing-Tianjin-Hebei Energy-Economy-Environment (3E) System And Its Decoupling Relationship

The integrated development of Beijing-Tianjin-Hebei was included in the national strategy in 2014.Beijing,Tianjin and Hebei go hand in hand to share resources and complement each other’s advantages.In promoting the old and the new kinetic energy conversion and the supply side in the process of structural reform,we must continue to optimize the industrial structure according to regional characteristics,own advantages and functional positioning.At the same time,the coordinated development of The BeijingTianjin-Hebei integration is facing the new questions of "carbon neutrality" and "carbon peak".Therefore,it is of great significance to discuss the coordinated development of energy,economy,and environment in the Beijing-Tianjin-Hebei region and the previous decoupling relationship.Based on the existing theory,the method of literature and relevant research at home and abroad on the basis of sorting,selecting the relevant data from 2004 to 2019 in Beijing-Tianjin-Hebei region,building the appraisal model of comprehensive development level of 3E system,measuring the coupling coordination degree of binary and ternary systems.The decoupling analysis of energy consumption and economic growth,carbon emission and economic growth in Beijing,Tianjin and Hebei is carried out.The research found that:(1)In terms of energy subsystem,economic subsystem and environmental subsystem,the development level of the three systems is generally improving steadily.Beijing’s energy development is relatively backward.Tianjin’s economic growth momentum is insufficient.Environment is in a stage of dynamic change,and the overall needs to be improved.The stage of development needs to be improved as a whole.The comprehensive development level of environmental subsystems in Hebei Province is in a state of leaping development.(2)The coordination degree of the 3E system in Beijing is always at the middle level in the three regions.The coordination degree of the 3E system in Tianjin has been in a state of reluctance,mainly due to the weak economic growth and insufficient resource reserves in Tianjin.The 3E system in Hebei Province The coupling coordination degree has always been at a high level in the three places,mainly because the energy subsystem of Hebei Province greatly drives the overall trend of the coordination degree of the 3E system.(3)From the perspective of the decoupling relationship between the energy and the economy of the three places,their decoupling states are basically weak decoupling,which means that there are other driving forces for the economy in this region,and they are largely freed from resource constraints.Beijing Energy The relationship with the economy is not too close.Generally speaking,it is in a state of weak decoupling.Its economic strength ranks first among the three places,and the pressure on carbon emission reduction is the least.The dependence of Tianjin’s economic development on energy has a downward trend,and the pressure on emission reduction is relatively light.The emission reduction situation in Hebei Province has not been significantly improved,but the state of high energy consumption has improved,and the economy is improving towards the direction of healthy development.
