| The strategic position of Beijing-Tianjin-Hebei coordinated development rose to an important height in 2014.This year is the ninth year of the implementation of the coordinated development strategy,and Beijing-Tianjin-Hebei region has achieved remarkable results in the field of water pollution control.In view of the above situation,this paper will study the coordinated development of water pollution control in Beijing-Tianjin-Hebei region from the policy level and empirical levelThis article collects policy documents on water pollution control in the Beijing Tianjin Hebei region from 2014 to 2022 as the research object at the policy level,and analyzes the synergy of water pollution control in the Beijing Tianjin Hebei region by constructing a policy analysis framework of "subject target tool mechanism".For the research on the synergistic policy effectiveness of water pollution control in the Beijing Tianjin Hebei region,the author analyzes the policy effectiveness from two perspectives: the efficiency of water pollution control in the Beijing Tianjin Hebei region and the degree of synergy in water pollution control.In the empirical analysis,the author selected the super efficiency non expected output SBM model,composite system synergy model,and coupling coordination model to study the effectiveness of water pollution control synergy policies in the Beijing Tianjin Hebei region.Based on the above research,the following conclusions can be drawn:(1)At the policy level,the number of policy documents for coordinated development of water pollution control in the Beijing Tianjin Hebei region is relatively small,the degree of collaboration between departments is relatively low,and policy tools still rely on command control.The water pollution control policy objectives in the Beijing Tianjin Hebei region tend to clarify and implement the responsibilities of all parties,and strict environmental law enforcement and supervision.In the process of coordinated cooperation in water pollution control in the Beijing Tianjin Hebei region,We have established important working mechanisms such as communication and cooperation mechanisms,emergency joint prevention and control mechanisms,joint law enforcement mechanisms,and ecological compensation mechanisms,greatly improving the level of collaborative cooperation in water pollution control in the Beijing Tianjin Hebei region.(2)At the empirical level,there are significant differences in the efficiency of water pollution control among different regions in Beijing,Tianjin,and Hebei.Among them,Beijing and Tianjin are relatively ideal.From the perspective of synergy,the overall synergy of the Beijing Tianjin Hebei region is still at a relatively low level,while the coordination between water pollution control and water resources and environment in the three regions is gradually increasing,showing a good trend of coordination.Based on the above research,this article summarizes the problems in the coordinated development of water pollution control in the Beijing Tianjin Hebei region: the structure of water pollution control policy tools in the Beijing Tianjin Hebei region needs to be adjusted;The level of collaborative development is relatively low,and there are significant differences in regional efficiency;The degree of collaboration between governments is relatively low.Based on the existing problems mentioned above,the author proposes to optimize the policy objective system and policy tool structure system for water pollution control in the Beijing Tianjin Hebei region;Strengthen joint prevention and control among government departments,deepen communication and cooperation between government departments;Optimize the allocation structure of water pollution control resources,improve governance efficiency,and enhance collaboration level;Policy recommendations for optimizing the water resource and environmental structure in the Beijing Tianjin Hebei region and promoting high-level development of water pollution control. |
