Cement,as an important cementitious material,is widely used in construction engineering and is a basic industry needed for economic and social development.There are more than 3400 cement enterprises in China,of which more than 60% are cement grinding enterprises without clinker production lines.In the "14th five-year plan" central emphasis on the construction of a major domestic cycle as the main body of the new development pattern,put forward "housing not speculation" and carbon peak,carbon neutrality requirements of the era background,the cement industry is facing opportunities,but also facing challenges.Under the industry reform of downward demand,energy saving and emission reduction and off-peak production,as the main raw materials to be purchased,how to break through their own bottleneck in the wave of industry reform and seek long-term stable development has become an important topic.Based on LY cement company as the research object,this paper based on the analysis of the internal and external environment,such as strategic development related theory as the theoretical basis,combined with the development of high quality policy requirements,analyze the LY cement company as cement grinding the challenges faced by the enterprise development,the use of PEST,porter five model,SWOT analysis,methods of internal and external factor evaluation matrix,LY cement company’s strategic environment is analyzed in detail,through detailed evaluation and consideration factors,it is concluded that LY Cement Company should seize the opportunity to reverse the existing disadvantages by referring to WO strategy in the short term,i.e.,a comprehensive grasp of cement clinker market change trend,expanding cement clinker purchasing channels,formulate flexible purchasing mechanism;Build or lease suitable cement clinker yard to increase cement clinker storage capacity;Perfect management mechanism,strengthen human resources team,promote the optimization of production factors.And choose SO strategy as the core strategy in the next three years,namely: seize the technological change to promote the upgrading of cement industry development opportunities,use the environmental protection advantages of grinding enterprises,give full play to production capacity;Take advantage of the new opportunities of synergy and sea-going development brought by guangxi infrastructure development and BG Group,vigorously expand the long-term stable and profitable market of local bulk mixing plants and the incremental market of bulk cement in asean border areas and coastal areas along the river to form economies of scale.On the competition strategic choice,this paper argues that LY cement company development can be taken by the high quality for the cost leadership strategy,cost leadership,green environmental protection "" development path,with BG group and industrial solid waste logistics coordination as the focus,give full play to the cement grinding enterprise environmental protection advantages,vigorously promote enterprise from the traditional cement industry to develop green low carbon environmental protection,High quality green development as the core competitiveness of enterprises,and from the reduction of raw material purchase cost,cement sales cost and cement unit production cost three aspects to improve product price competitiveness.In order to ensure the effective implementation of strategic objectives,this paper proposes to improve the storage capacity of raw materials;Strengthen industrial linkage and coordination;Strengthen fine management;Improve product competitiveness;Improve service satisfaction;Accelerating the pace of green transformation;Optimizing organizational structure;Strengthen the talent team;Improve the assessment system;Implement benchmarking management;The implementation measures and safeguard measures of enhancing corporate culture can provide reference for the future development of LY Cement Company,and also provide novel strategic development ideas for other similar cement grinding enterprises in China to better adapt to the increasingly fierce competition environment.
