Strengthening the ecological environment protection is the full embodiment of government functions.The government should undertake the responsibility of ecological management to solve the ecological crisis and build a resource-conserving and environment-friendly society.Water resources are important for society development.The government need to perform administrative function to plan,protect and repair water resources.The 20th National Congress of the Communist Party of China drives the development of society and nature harmoniously,overall planning of water resources,water environment,water ecological governance.The Three Gorges region has undertaken the historical missions of water security and ecological environment protection in Postthree Gorges era.However,unreasonable economic development tasks and methods have caused water pollution and excessive consumption problems.Therefore,so as to promote green development goal,it is of significant significance to understand the reality of water resources carrying capacity,clarify the mechanism between water resources protection and regional development and identify the obstacle factors accurately,provide the decision-making suggestions for ecological security,ensure regional sustainable development and beneficial ecosystem circle.Water resources carrying capacity is an essential index of measuring the sustainable development in a region.Taking the Three Gorges Ecological and Economic Corridor of the Yangtze River as the research field,adopting entropy weight and TOPSIS model,the paper conducts an analysis of the dynamic changes and regional differences of water resources carrying capacity in 11 districts and counties between 2015 and 2019.Then,the obstacle function model is used to analyze the influencing factors of water resources carrying capacity in the Three Gorges Ecological and Economic Corridor of the Yangtze River.Finally,the recommendations are proposed to optimize the water resources carrying capacity in the Three Gorges Ecological and Economic Corridor of the Yangtze River from the perspective of government ecological management.The outcomes are as follows:(1)The water resources carrying capacity in the Three Gorges Ecological and Economic Corridor of the Yangtze River on the whole presented an upward trend,and the carrying capacity basically maintained at a low level;(2)The water resources carrying capacity shows different level in 11 districts and counties;(3)Per capita water resources,surface water resources,the modulus of water production,GDP per capita,the proportion of tertiary industry and forest coverage rate are the main obstacles in the Three Gorges Ecological and Economic Corridor of the Yangtze River.
