It is difficult for traditional human resource structure to meet the needs of human resource development in the new era.Diversified human resource structure is gradually formed under the support of information technology,among which flexible employment is becoming an important pole of diversified human resource structure.Problems such as rights infringement,lack of cooperation and organizational conflict exist between enterprises and workers under flexible labor use.The government has relaxed regulations on flexible labor use subjects.Therefore,how to build cooperative mechanism and cooperation system of participants in flexible labor use has become a problem that needs to be solved.This paper studies the concept and operation system of the cooperative mechanism of "government,enterprise,social organization and workers" by combing related literature on the origin,concept and stakeholder concept of flexible labor,and by means of the method of combining grounded theory and evolutionary game.Firstly,structured interviews were conducted with the government,enterprises and workers respectively.The program-based theory was used to extract the interview results into categories and conclude the theoretical system of government-enterprise-social cooperative mechanism under flexible employment.Secondly,this paper analyzes the game relationship between the main bodies and builds a three-party evolutionary game model of government,enterprise and society under flexible employment,in order to explore the effect of the change of indicators affecting the cooperation mechanism on the cooperation system.Finally,referring to the literature data of existing scholars,Matlab is used to simulate the game model,so as to verify the scientificity and effectiveness of the model.The comprehensive findings are as follows:(1)the cooperative mechanism of government,enterprise and society under flexible employment includes five aspects:policy guarantee,benefit distribution,organization and coordination,information exchange and value co-creation;(2)The government’s enhanced regulatory penalties,tax incentives and employment subsidies all contribute to the adoption of flexible employment by enterprises and the participation of social organizations and workers in flexible employment;(3)The higher the additional benefits of enterprises,social organizations and workers in the flexible employment cooperation system,the more significant the willingness of both parties to build a flexible employment system.According to the above results,the dynamic strategy selection process of government-enterprise-society cooperative mechanism under flexible employment is summarized.The government should do a good job in the top-level design of the system to guide the healthy development of labor supply and demand market.When enterprises strive to achieve the goal of reducing costs and increasing profits,they should constantly improve the benefit distribution mechanism and the organization and coordination mechanism,and strengthen the construction of their own social responsibility.Social organizations and workers should set up the correct new employment concept,improve their comprehensive quality to adapt to the diversified employment mode,and strive for the protection of rights and interests in labor work,to achieve multi-level value creation.Based on the research content and conclusion,this paper has certain reference significance for the system definition and path realization of government-enterprise-society cooperative mechanism under flexible employment.
