Study On Evaluation And Optimization Countermeasures For Sustainable Utilization Of Land Resources In Area S

The sustainable use and development of land resources is the foundation of promoting the sustainable development of economy,society and ecology,and is the focus that the current government and academia attach great importance to.At present,there are many problems in the use of regional land resources,and it is under great pressure in the sustainable use of land.In order to promote the comprehensive sustainable development of the region,we must first study and discuss the sustainable use of land resources in the region,provide reference and guidance for land management,and promote the land resources to meet the requirements of sustainable use,so as to promote the sustainable development of regional economy,social culture and ecological environment.This paper takes the land resources of S District as the research object,collects the relevant data of S District in 2019,and comprehensively uses the research methods such as department survey,quantitative analysis,and in-depth interview to analyze.In combination with the actual situation of the sustainable use of land resources in Zone S,an evaluation system suitable for Zone S shall be established,three target layers focusing on the intensity,structure and efficiency of land resources utilization shall be constructed,nine sub target layers including land use structure,investment intensity and economic benefits shall be determined,and 15 specific indicators such as industrial land use rate,land per capita investment in fixed assets,and construction land per capita GDP shall be selected.Multi factor comprehensive evaluation method was used to study and evaluate,and the results showed that the overall level of sustainable land use in S area was low.According to the evaluation results,the problems causing the overall low level of sustainable land use in Area S are studied and analyzed.The three main problems are:unbalanced land use structure,insufficient land use intensity,and low land output efficiency.Based on the evaluation results of sustainable land use and the analysis of existing problems,through in-depth interviews,combined with land reward theory,sustainable development theory,and the theory of holistic governance,the paper analyzes the reasons for the low level of sustainable land use in Area S.The main reasons are unreasonable land allocation,inconsistent spatial planning,inadequate land management,and fragmented land management.Based on the evaluation results,problem analysis and cause analysis,corresponding optimization countermeasures are proposed for the sustainable use of land resources in Area S: First,optimize the functional layout,improve the allocation of land use,mainly from three aspects: improving the land use structure,promoting the integration of land use functions,and strengthening the land supply.Second,optimize the spatial planning,improve the level of land intensification,and promote the efficient development of land,mainly from the road traffic planning,industrial land planning,and ecological landscape planning.Third,strengthen land use management and promote efficient land use,mainly from three aspects: precise management of industrial land,strengthening transformation of inefficient land,and protection and protection of ecological land.Finally,establish an interconnected sharing mechanism,strengthen the overall land governance,and optimize it from three aspects:establishing a common management goal,establishing a two-way mutually beneficial pattern,and building an information sharing platform.
