Land consolidation is an important tool for supplementing and protecting cultivated land,and improving the quality and comprehensive production capacity of cultivated land.It is of great significance for maintaining the red line of cultivated land,ensuring national food security,and promoting the overall development of urban and rural areas.It is necessary to carry out the evaluation of land consolidation effects and grasp the status of implementation,soil improvement and comprehensive productivity capacity improvement effects of land consolidation projects in time.This is conducive to the scientific summary of the effectiveness of the implemented land consolidation projects and lessons learned,and to take optimization measures to promote the development of land consolidation.The land consolidation and utilization of saline alkali land is a hot and difficult point of land consolidation.In recent years,under the guidance of national policies,project promotion and efforts of all parties,a large amount of saline alkali land has been renovated and used as cultivated land.Shandong Province has a large amount of saline-alkali land resources,which has long been one of the main battlefields of saline-alkali land consolidation and utilization.A large number of saline-alkali land consolidation projects aiming at supplementing cultivated land have been carried out.However,the research on the effect evaluation of comprehensive capacity improvement has not been paid enough attention.This has affected people's comprehensive understanding of the effect of land consolidation and scientific control of the land consolidation work.This article takes a comprehensive land consolidation project in Tingluo Town,Lijin County,Dongying City,Shandong Province as an example.with the support of 3S technology,site survey,test monitoring,comprehensive evaluation and other methods are adoptde.The project implementation effect evaluation,soil improvement effect evaluation and comprehensive capacity improvement effect evaluation were carried out in an all-round way.The results are as follows.?1?Implementation effect of the land consolidation project was evaluated.The analytic hierarchy process was used to establish an evaluation index system composed of 13quantitative indexes,and the fuzzy comprehensive evaluation method was used to evaluate the economic,social,ecological and comprehensive benefits of the project.The results show that compared with before and after the implementation of the land consolidation,the comprehensive benefit score increased from 25.12 to 86.22,an increase of 3 levels,and the improvement effect is obvious.The economic benefit score was increased from 25.7 to 80.7,an increase of 4 levels;the social benefit score was increased from 24.64 to 77.86,an increase of 3 levels;and the ecological benefit score was increased from 24.44 to 82.24,an increase of3 levels.The social benefit score is relatively low,indicating that there is still much room for improvement in social benefit.The results show that the land consolidation project has basically achieved the expected results,and there is still room for improvement.?2?Soil improvement effects was monitored and evaluated.The evaluation was carried out by using sample monitoring and evaluation methods,based on soil salinity and organic matter data obtained by sampling and testing,using GMS10.0 software for IDW interpolation and constructing a 3D distribution map,using SPSS software for statistical analysis.From the perspective of the characteristics of the plough layer,compared with 2018,the soil salt content in 2019 decreased significantly by 31.29%;the soil organic matter content increased significantly by 34.51%,and the soil improvement effect was obvious.From the perspective of the profile characteristics,the soil salinity and organic matter content in the study area mostly showed the characteristics of"surface aggregation".The salt content of the soil profile decreased significantly during the maize maturity period before sowing.The decrease of soil salt content at different depth was 70.11%?0-20 cm?,77.43%?20-40 cm?,77.31%?40-60cm?,83.34%?6080cm?,65.26%?80100cm?,and 6080cm soil layer decreased the most among which.The organic matter content of the soil profile increased slightly during the maize maturity period before sowing.The increase rates of soil organic matter content at different depths were 10.07%?0-20cm?,-0.51%?20-40cm?,2.99%?40-60cm?,4.15%?6080cm?,5.13%?80100cm?,respectively.The degree of soil salinization during maize maturity was significantly lower than before sowing,and the area of saline soil with a salt content greater than 6g·Kg-1 became significantly smaller.The soil organic matter content in most areas of the study area before maize sowing was at a very low level,while at the mature stage it was at a medium level.During the maize maturity period,the soil organic matter content is increased by 2 levels compared to before sowing,and the improvement effect was obvious.The two evaluation results of classical statistics and 3D distribution are mutually verified,which shows that the soil improvement effect is obvious,and the project's expected goal is reached.?3?The comprehensive capacity improvement effect was evaluated.Drawing on the agricultural land grading method,the theoretical capacity and achievable capacity of the test area were calculated by the potential attenuation method,and the comprehensive capacity was calculated by comparing with the actual capacity.The results show that,whether theoretical capacity,achievable capacity or actual capacity,the annual average capacity in 2019 is higher than that in 2018.Among them,the actual production capacity increase is the most obvious,the unit output increment is 0.83t·hm-2,the total output increment is 28t,the theoretical unit production increment is 0.08t·hm-2,and the total output increment is 3t,which can achieve the capacity The increment of unit output is 0.06t·hm-2,and the increment of total output is2t.In 2018,the theoretical utilization degree is 0.87,and the achievable utilization degree is0.84.In 2019,the theoretical utilization degree is 0.87,and the achievable utilization degree is1.01.There is no change in the theoretical utilization degree,and the utilization degree can be increased with an increase of 16%,which exceeds the expectation,and the production capacity improvement effect is obvious.This paper explores methods of evaluating the effect of land consolidation from three aspects:project implementation,soil improvement,and comprehensive productivity capacity improvement.The results are in line with reality.It can provide a reference for the comprehensive evaluation of the research area and similar land consolidation project areas facing the improvement of comprehensive production capacity,and for the improvement of consolidation measures and effects.
