Research On Regional Ecological Compensation Of Chongqing Based On Land Resource Balance Sheet

Since the Third Plenary Session of the 18 th CPC Central Committee,the academic community began to pay extensive attention to the compilation of natural resources balance sheet.As an important natural resource,land resource is an important link in compiling the balance sheet of natural resources.In addition,land resources have been degraded and destroyed seriously in recent years.The reserve land resources are insufficient.In this context,it is of great significance to assess the situation of land resources.Therefore,in this paper,according to the idea of land resource balance sheet preparation,firstly,the ecological footprint model improved based on NPP remote sensing data is used to calculate the land material quantity,and then the equivalent factor method is further improved to calculate the land resource value quantity.In this way,the 2000-2020 land resource balance sheet of Chongqing is prepared to comprehensively evaluate the land status.On this basis,the compiled results are applied to the calculation of regional ecological compensation in Chongqing.The main research results are as follows:(1)In terms of the actual quantity of land resources in Chongqing,the land resource assets of Chongqing decreased by 30.83%during the accounting period,indicating that the ecological consumption of land resources in Chongqing is gradually decreasing.In the past 20 years,the spatial distribution of liabilities of land resources in each district and county showed a pattern of high debt in the west and no debt or low debt in the east,and the debt area was obviously shrinking to the west.(2)As far as the value of Chongqing’s land resources is concerned,the assets and equity values of the five land resources have increased on the whole during the accounting period.During the study period,the ratio of total equity value of land resources in Chongqing to local GDP was as high as 35,showing huge ecological value.In the past 20 years,the value gap between districts and counties has gradually increased,showing an unbalanced distribution pattern of high value in northeast Chongqing and southeast Chongqing and low value in the main urban area and west Chongqing.(3)As for the results of regional ecological compensation in Chongqing,the overall land resource utilization situation of Chongqing has gradually improved in the past 20 years,and the urgency of sacrificing and destroying land resources due to economic development of districts and counties has decreased.Tongnan County’s ecological compensation priority is 3.46,ranking the first,indicating that this region has the greatest impact on ecological environment due to economic development,and ecological compensation should be paid first.Among the ecological compensation areas,Wuxi County has the highest priority and should get the ecological compensation first to make up for the contribution of ecosystem service value made by this area.The research results of this paper can provide effective reference for rational utilization of land resources and regional ecological compensation in Chongqing.
