Water resources value assessment facilitates the understanding of water resources in each region,which is conducive to the preparation of water resources balance sheet;it helps the government to understand the water resources profile and value distribution more intuitively,so that the government can make better decisions to coordinate and promote economic development and ecological protection;it is conducive to the development of ecological compensation,which helps the government to better divide responsibilities,refine the ecological protection responsibilities,prescribe the right medicine,target the right problem,and implement Corresponding incentives and disciplinary measures;conducive to the development of the government’s ecological performance evaluation work,to promote the local government focus on ecological protection,to lay the foundation for local water resources ecological protection,etc.The water resources balance sheet,ecological compensation,and performance evaluation are all government-led and can be implemented by the government or by independent third-party institutions,but because the value assessment methods of governments,institutions,and organizations are not uniform,the assessment results may deviate from the value and other problems.Based on the researcher’s identity,this paper,based on previous research,composes a summary and scientific optimization of water resources valuation methods,with a view to providing data support for the government and third-party organizations to carry out water resources balance sheet,ecological compensation,performance evaluation and national audit.Water resources in the Qilian Mountains are an important basis for the healthy operation of the ecosystem and local socioeconomic development in the Hexi Corridor,and the issue of water ecological security has received great attention from the state.As a key component of water resources in the northwest region,water resources in the Qilian Mountains should be mapped as soon as possible,their value quantified,and objectively reflected in the water resources balance sheet to provide data support for local ecological protection and harmonious socioeconomic development.In this paper,the ecological service functions of water resources in Qilian Mountains are assessed,and the value of water resources in Qilian Mountains is quantified to provide data support for the effective mapping of water resources in Qilian Mountains.The assessment results show that the total value of ecological services of water resources in Qilian Mountains in 2021 is 9,801.34 billion yuan,the value of supply services is 7,585 million yuan;the value of cultural services is 1,245.43 million yuan;the value of habitat maintenance services is 642.51 million yuan;the value of regulating services is 328.4million yuan;by river basin,the value of water resources in the inland river basin is The value of water resources in the Yellow River basin is RMB 8,034.59 million;the value of water resources in the Qinghai Lake basin is RMB 847.32 million.At the same time,the following recommendations are made to address the problems of water resource value assessment and application in Qilian Mountain: The value assessment found that the high value of local freshwater supply services was due to over exploitation of water resources,and that the low value of local hydro-power generation and flow regulation was due to inefficient use of not shut down equipment within its effectiveness.Therefore,it is necessary to promote the local government to focus on water resources protection through the value assessment results,reduce the utilization rate of water resources development in some watersheds,and improve the efficiency of the use of not shut down facilities within their effectiveness,so that the water resources value assessment results can scientifically,reasonably and reliably reflect the true value of water resources,thus guaranteeing the accuracy of water resources balance sheet compilation;improve the ecological compensation allocation standards of Qilian Mountain;and improve the ecological performance evaluation of the Qilian Mountain government.
