Research On The Compiling Country Level Natural Resource Balance Sheet

The natural resource balance sheet reflects the natural resource asset status of a region or management department in a certain period of time.It is a statistical management report system for national and local governments to count natural resource assets,also is one of the important references for cadres.Kaihua County,which locates in Zhejiang Province,is the source of the Qiantang River,and an important ecological barrier in eastern of China.The quality of the ecological environment in Kaihua County is of great significance to the realization of the sustainable development strategy of Zhejiang and even the Yangtze River Delta.Since Kaihua County established the "Ecological County" policy in 2000,ecological protection has been one of the most significant features of the county.The Qianjiangyuan National Park system pilot located in the county is one of the achievements of ecological civilization construction.On the basis of summarizing domestic,foreign ecological asset assessment methods,and natural resource balance sheet preparation methods,this research studies the ideas,main contents,and methods of county natural balance sheet preparation.The paper takes Kaihua County as an example,based on the county’s land remote sensing Data,meteorological data,elevation data,forest resources survey data,soil data and ecological environment data,and carry out asset accounting,environmental and ecological service accounting,natural resources accounting for the land,forest and water resources of Kaihua County from 2010 to 2015 Preparation of the balance sheet.The compilation results can not only provide important basic data support for ecological environmental protection in Kaihua County,but also provide a reference for the compilation of natural resource balance sheets in similar counties in my country.The result shows:(1)Formed the idea,main content and compilation method of county natural resource balance sheet that can be replicated and promoted.(2)Total amount and changes of natural resource assets: In 2015,the total amount of natural resource assets in Kaihua County was 250.652 billion yuan,of which land resource assets accounted for the largest proportion,reaching 236.907 billion yuan,accounting for 95.51% of the total.From 2010 to 2015,the total amount of natural resources assets in Kaihua County showed an increasing trend,from 247.416 billion yuan to 250.652 billion yuan,a total increase of 3.236 billion yuan.Among them,land resources assets showed a decreasing trend,from 237.959 billion yuan in 2010 to 236.907 billion yuan in 2015,a total decrease of 1.053 billion yuan,while the total amount of water resources and forest resources assets increased significantly,with an increase of 2.053 billion yuan respectively Yuan and 2.235 billion yuan,indicating that the county’s ecological protection and construction have achieved remarkable results.(3)From 2010 to 2015,the total assets and liabilities of natural resources in Kaihua County were-2.717 billion yuan,of which resource consumption was-3.224 billion yuan,the total environmental damage was 419 million yuan,and the total ecological damage was 88 million yuan.The difference between natural resources assets and liabilities in Kaihua County is about253.379 billion yuan,and the debt ratio is-1.1%,indicating that Kaihua County has achieved remarkable results in ecological protection and construction,resulting in effective protection of the value of natural resources.
