| Faced with the accelerated evolution of the century old situation and the severe and complex situation of safety production and natural disaster prevention,emergency management work has attracted social attention.Disaster emergency management is an important function of modern government.Typhoon,as a highly destructive catastrophic weather system,has always posed a serious threat to the safety of people’s lives and property.Ruian City,Zhejiang Province,is a region prone to frequent typhoon disasters,with a heavy task,high pressure,and high difficulty in disaster prevention,reduction,and resilience.Typhoon disaster prevention is a big test that can only be won but not lost.Ruian City has been greatly affected by typhoon disasters in its history,and extreme natural disasters will continue to occur more frequently in the future.The optimization of government emergency management in today’s environment has become an inevitable trend.Therefore,the author believes that optimizing the emergency management of typhoon disasters is an extremely important task for governments at all levels,and its significance is significant and urgent.This article is based on the nearly eight years of experience in typhoon disaster prevention work by local government departments,with the goal of optimizing government emergency management for typhoon disasters.Using theoretical tools such as crisis management "4R" theory,situational gap theory,and collaborative governance theory,combined with the new situation of emergency management and the actual situation in work,this article analyzes real cases of local typhoon prevention,summarizes and summarizes the organizational system construction There are shortcomings in personnel professional strength,typhoon disaster education,and emergency team support,and corresponding countermeasures and suggestions are proposed.At the same time,relevant experiences from the United States,Japan,and Shanghai in China are referenced,and it is expected to explore more reasonable practical ideas and specific measures to respond to typhoon disasters,in order to help the government achieve more effective typhoon disaster prevention and control,and better ensure the safety of people’s lives and property. |
