The Study On The Problems And Countermeasures Of Typhoon Disaster Emergency Management In Cangnan County

China is one of the countries suffering from the most frequent and serious typhoon disasters in the world.Since the 18th CPC National Congress,the CPC Central Committee has attached great importance to the national flood control and disaster relief work,which is an important foundation for ensuring people’s lives and property safety and social stability and development.Because Cangnan County is located in the south of Zhejiang coast,is the typhoon disaster frequent area.The thesis consists of seven chapters,the purpose and significance of my choice is istructed in the first chapter,which is investigating county flood prevention emergency management status quo,on the basis of using the 4R theory of public crisis management,from Emergency Prevention,Emergency Preparation,Emergency Response and Emergency Recovery four stages,key analysis C county,the current main problems of the construction of flood prevention emergency management machine,Drawing on other advanced examples in China,this paper further puts forward the countermeasures to improve the county-level flood and typhoon control emergency management,and discusses some universal paths.The second chapter of this paper elaborates the basic concepts and theoretical basis used,analyzes the meaning of flood and flood prevention and typhoon prevention,and summarizes the public crisis management theory based on this article,including crisis management theory and emergency management theory;The third chapter introduces the history,main methods and achievements of the emergency management of flood and typhoon control in Cangnan County.The fourth chapter of this paper adopts questionnaire survey to understand the emergency management problems existing in Cangnan County’s daily administration management;The fifth part of this paper studies the experience and enlightenment of emergency management of flood and typhoon control of Taiwan;The sixth chapter of this paper from Emergency Prevention,Emergency Preparation,Emergency Response and Emergency Recovery,on the improvement of Cangnan County flood and typhoon emergency management countermeasures,mainly including: standardize the construction of institutions,accurate plan formulation;Upgrade information technology,special person responsible for supervision;Accurate monitoring and forecasting,strengthening emergency preparedness,popularizing crisis education,and promoting disaster insurance.The last chapter is summary and outlook.
