In the 1990s,the Intergovernmental Panel on Climate Change issued the world's first climate change report,and then climate change began to formally become a concern of the international community.From the Kyoto Protocol to the Paris Declaration and then to the Glasgow Declaration,global climate governance has made continuous progress on the platform of cooperation with the Conference of the Parties(COP)to the United Nations Framework Convention on Climate Change at its core.So far,climate change has become a core issue in international affairs and a non-traditional security issue of great concern.The European Union is one of the actors who have paid great attention to and taken active action on climate change.As an early alliance of developed industrial countries,the EU has established a leading position in this field by taking advantage of its economic and technological advantages,which has influenced the shaping of global climate governance mechanism to a certain extent.Since the UK joined the European Community in 1973,the interactive relationship between the UK and the EU in the field of climate governance has changed from firmly opposing the establishment of supranational governance policies and mechanisms to eventually participating in the process and playing a leading role in the process of climate strategy inside and outside the EU.Before Brexit,the UK had been a major promoter and supporter of the EU in setting more ambitious emission reduction targets,setting higher climate standards and establishing more advanced governance mechanisms,and had given the EU a high degree of support in emission reduction technology financial support and external negotiations.Therefore,the climate policy of the UK is closely related to the policy of the EU,and its governance mechanism and target setting are made by referring to the governance mechanism and overall target of the EU.Therefore,how will the two sides adjust their respective policy objectives,how to carry out the next step of cooperation,and the actions of the UK and the EU in the field of global climate governance in post-Brexit period have attracted wide attention.Based on the performance and results of the interaction between the UK and EU in the field of climate change governance after Brexit,this paper holds that the cooperation between the UK and EU in this field is in a dilemma to some extent in the post-Brexit period,mainly manifested as:first of all,both sides have a high degree of cooperation consensus on climate governance but lack of action.And the progress of cooperation between the UK and some EU member states is ahead of the cooperation with the whole European Union.Also,the priority of climate governance cooperation in bilateral cooperation agenda has decreased.The cooperation of climate change governance in trouble can be seen as a result that influence by joint action of the national cooperation ability and cooperation willingness.Look back upon the history of the cooperation of climate governance,and with an eye to both sides' political and public opinion of this issue,we can consider that they have a higher cooperation willingness.However,we need to notice that both the UK and EU are currently in the situation of adjustment their climate governance policies,and maintaining a good relationship in the political and economic fields is necessary for both sides.What's worse,it is a hard time that COVID-19 is crushing European economy,so the UK and THE EU are not able to effectively promote cooperation in the field of climate governance.Based on the current general trend of strengthening multilateral cooperation in climate governance,the UK and EU still have the conditions to cooperate in the future relationship in that field,but the in-depth bilateral cooperation still needs to go through a long negotiation and adaptation process.The coexistence of cooperation and competition will become the normal and new feature of bilateral relations in the field of climate governance.
