| As an important energy input industry,the impact of port activities on the ecological environment runs through its full life cycle.From planning and design,construction to operation and maintenance,the various policies and regulations issued by my country for each stage reflect the importance of building green ports.As an important maritime gateway in the Guangdong-Hong Kong-Macao Greater Bay Area,Shenzhen Port has actively responded to the call of the country in light of its own development status and adopted a series of energy-saving and emission-reduction measures to reduce its environmental impact while enhancing its competitiveness.However,how to measure the competitiveness of the port’s entire life cycle and the level of green development is an important issue that needs to be studied.Therefore,it is necessary to study the green competitiveness of the Shenzhen Port throughout its life cycle.By summarizing and combing the existing literature,based on the life cycle theory and green competitiveness theory,this paper establishes a port green competitiveness evaluation index system that considers the entire life cycle based on the analysis of the internal and external environment of Shenzhen Port.AHP-entropy method-combined weighting method combining order information and intensity information combined with fuzzy comprehensive evaluation method is used to evaluate,and finally the green competitiveness level of Shenzhen Port is “four-star”.Improving the weak links of the life cycle can also provide a certain reference for the construction and evaluation of other green ports.By calculating the weights of each stage of the life cycle of Shenzhen Port,it can be seen that the operation stage has the greatest impact on the result of green competitiveness.Therefore,it is necessary to analyze the current green development status of Shenzhen Port during the operation period to find out the hindering factors.Based on this,this paper establishes a super-efficiency SBM model and a barrier degree model that considers undesired output,and evaluates the green competitiveness of Shenzhen Port during the operation period from a horizontal and a vertical perspective,and calculates the barriers of each input-output element.Finally,proposes green development countermeasures. |
