Water resources are the most important ecological resources in the Yellow River Basin,and improving the green efficiency of water resources is the key to realize the ecological protection and high quality development of the Yellow River Basin.Taking 9 provinces of the Yellow River Basin as the research object and 2003?2017 as the research interval,this paper constructs an input-output index system containing non-expected output,and measures and decomposes the green efficiency of water resources in the Yellow River Basin by using the super-efficiency EBM model and Global Malmquist-Luenberger index method which takes into account the radial distance function and the non-radial distance function.In order to further test the influencing factors of green efficiency of water resources and explore the promotion mechanism in the Yellow River Basin,this paper selects 10 variables as the influencing factors,such as regional characteristics,industrial structure and water use structure,and uses the fixed effect model of panel data to carry out empirical test.First,the measurement and decomposition results are as follows:(1)The average green efficiency of water resources in the Yellow River Basin in 2003?2017 was 0.7979,which did not reach the full effective state,and in the middle and lower reaches of Shanxi Province,Inner Mongolia Autonomous Region and Shandong Province,and there was a steady growth trend in 2003?2017,the green efficiency of water resources in Shanxi Province and Ningxia Hui Autonomous Region was the lowest,and in 2003?2017 it declined year by year.(2)The green efficiency of water resources in the Yellow River Basin in 2003?2017 is greatly affected by scale efficiency,but the downward trend in2012?2017 is mainly caused by pure technical efficiency.(3)The GML index was greater than 1,indicating that the green efficiency of water resources in the Yellow River Basin has a steady growth trend in 2003?2017.(4)The change of pure technology efficiency and scale efficiency determines the change of green efficiency of water resources in the Yellow River Basin.Second,the empirical test results are as follows:(1)Improving the economic development level,sewage treatment capacity,scientific and technological input,and other positive factors,can promote the green efficiency of water resources in the Yellow River Basin.(2)The adjustment of negative factors such as industrial structure and water use structure can also improve the green efficiency of water resources in the Yellow River Basin.Finally,based on the above conclusions,this paper combs the promotion mechanism of the green efficiency of water resources in the Yellow River Basin from the aspects of optimizing the allocation of water resources to promote the coordinated development of the region,and the suggestions are put forward from the aspects of regional differences of water resources,water use facilities,water pollution control and water use technology,in order to provide the basis for the policy formulation of improving the green efficiency of water resources in the Yellow River Basin.
