| Cultivated land is the most important agricultural resource,vital to social stability and national food security,and the cornerstone of social and economic development.However,cultivated land is highly regional,limited and variable.In addition,the long-term overuse of cultivated land in my country and the weak awareness of cultivated land protection have resulted in a decrease in the amount of cultivated land,serious soil erosion,excessive input of chemical fertilizers and pesticides,and heavy metals in soil caused by industrial wastewater.Serious pollution and other problems,these problems limit the sustainable development of my country’s agriculture.The resource and environmental carrying capacity of arable land is an important indicator to measure the sustainable use of arable land and the high-quality development of agriculture in a region.It is necessary to find an appropriate method to measure it scientifically and accurately.Ensuring national food security is the top priority in promoting rural revitalization.Harbin is the capital city of Heilongjiang Province,and the total grain output of Harbin directly affects the level of food security in Heilongjiang Province.Therefore,it is very important to construct a suitable evaluation index system of cultivated land resources and environmental carrying capacity to accurately measure the level of cultivated land resources and environmental carrying capacity in Harbin,which is very important to promote the “three-in-one” protection of the quantity,quality and ecology of cultivated land in Harbin and ensure the safety of food production.In this paper,the social,economic and environmental conditions of Harbin are fully considered.First,the DPSIR model is used to construct an evaluation index system for the environmental carrying capacity of cultivated land resources in Harbin from the five criteria layers of driving force,pressure,state,influence and response.Carry out standardization processing,and then use the entropy weight method to determine the weight of each factor in the criterion layer and the index layer,then use the TOPSIS model to evaluate the level of Harbin’s arable land resources and environmental carrying capacity,and finally use the obstacle model to diagnose and limit Harbin’s arable land resources and environmental carrying capacity.level of the main barrier factor,the results of the study showed that:(1)From 2001 to 2019,the index of environmental carrying capacity of cultivated land resources in Harbin increased year by year,and the grade of environmental carrying capacity of cultivated land resources rose from intermediate to high quality.The carrying capacity index of driving force subsystem decreased year by year from 2001 to 2007,and the grade changed from intermediate to low,and increased year by year from 2007 to 2019,reaching high quality.The main reason is the change of the ratio of per capita GDP and output value of the tertiary industry in Harbin.The bearing capacity index of pressure subsystem decreased year by year from 2001 to 2012,from intermediate to low,and rose steadily to high quality from 2012 to 2019,mainly due to the influence of chemical fertilizer and pesticide application intensity.The bearing capacity index of state subsystem increases steadily from low level to high quality.The bearing capacity index of influencing subsystem increased steadily from low level to high quality,mainly because of the significant increase of farmers’ per capita income.From 2001 to 2007,the response subsystem decreased year by year,from intermediate to low level,and greatly increased from low level to high quality from 2007 to 2019,mainly due to the influence of farmland water utilization degree and mechanization degree.(2)From the criterion level,the main obstacle factor restricting the carrying capacity of Harbin’s arable land resources and environment from 2001 to 2008 was the influence subsystem.From 2008 to 2014,the main obstacle factor was the driving force subsystem and the response subsystem.The obstacle factor is the driving force subsystem,and in 2017-2019,it is mainly the driving force subsystem and the influence subsystem.The obstacle degree of the pressure subsystem and the state subsystem has always been at a relatively low level,which has little impact on the carrying capacity of cultivated land resources and environment in Harbin.Water conservancy level(R2),per capita net income of farmers(I1),proportion of tertiary industry output value(D5),per capita GDP(D4),forest coverage rate(S4),etc.urbanization rate(D2),population density(D1),chemical fertilizer application intensity(P1),degree of mechanization(R1),afforestation area in the year(R3),etc.Based on the above conclusions,the following countermeasures and suggestions are proposed:In order to promote sustainable utilization of cultivated land and agricultural high quality green development in Harbin,from forming a complete coverage of the whole domain of cultivated land monitoring supervision mechanism,improve agricultural ecological environment construction level,insist to match the production development and the resource environmental bearing capacity,the farmland infrastructure security research in several aspects,such as put forward countermeasures and Suggestions,Promote the quantity,quality and ecological "trinity" protection of cultivated land in Harbin to ensure food security. |
