| In 2022,the spirit of No.1 central document clearly stated that "we should continue to promote rural revitalization in a comprehensive way,and do well in the key work of rural development,rural construction and rural governance in a solid and orderly manner,and scientifically promote the development of land greening." The utilization of rural public land resources is more prominent in the process of Rural Revitalization and development.Therefore,it is of great significance for Rural Revitalization and development to effectively revitalize rural public land resources and realize the maintenance and appreciation of public land resources.Based on the above background,this paper studies the use of public land resources in Yangying Town,Zhenping county.Its main research contents include four aspects:First,using the literature analysis method,based on the land property right theory,land use planning theory,spatial equilibrium theory and system theory,this paper defines the concepts of public resources,rural public land resources and "Production-livingecological" coordination respectively;Second,collect and analyze the relevant data of public land use and development status in Yangying town by combining questionnaire survey and field interview;Third,using the comparative analysis method,through analyzing the basic situation of public land resources in Yangying Town,this paper analyzes the effectiveness of different types of public land use,and puts forward the existing problems and reasons of public land resources use in Yangying town;Fourth,according to the above research summary,combined with the coordinated development concept of "three students",promote the coordination between Rural Revitalization and "Production-living-ecological",and put forward countermeasures and suggestions on the utilization efficiency of public land resources in Yangying Town,so as to provide a solution basis for the effective utilization of public land resources in Yangying town.According to the above research,we draw conclusions: first,the relationship between public land rights and interests in Yangying town is chaotic,farmers’ awareness of public land resources is low,and the supervision of the government and collective is weak,so that there is still the phenomenon of abusing public land resources,which seriously affects the maintenance and appreciation of public land resources;Second,the allocation of land for public facilities construction in Yangying town is unreasonable and the effect of public environment improvement is not obvious.The government’s implementation of public land related policies is weak and the implementation is not in place.Third,the waste of public land in Yangying town is serious.Due to the village collective’s inadequate management of public land and the lack of relevant utilization planning,the utilization efficiency of public land resources is low;Summarize the above research conclusions and put forward relevant feasible suggestions in combination with the coordinated development concept of "Production-livingecological" : improve the use of public land,develop agricultural circular economy and improve the use efficiency of rural public land;Optimize the layout function of production,living and ecological land in the village;Based on the concept of Rural Revitalization and development,innovate the development mode of public land resource utilization,adopt the development strategy of multi industry integration,increase the vitality of rural industries and increase farmers’ income.The innovation of this paper is mainly based on the application of the concept of "Production-livingecological" coordinated development model to the utilization of public land resources in Yangying town.Different utilization methods are adopted for different types of public land to maximize the efficiency of public land use and increase the use value of land resources,so as to help promote rural revitalization in an all-round way. |
