| Water resource is the necessary support of high-quality development.Improving the level of water resources utilization,alleviating the constraints of water shortage on economic and social development,and exploring a high-quality development path,which is a powerful support to realize the harmonious coexistence of human and nature development.The Henan section of the Yellow River plays an important role in the major national strategy of the Yellow River.How to explore a high-quality development path under the influence of water resource constraints and high-intensity human activities is a prerequisite for the smooth implementation of the major national strategy.Therefore,it is of theoretical and practical significance to carry out research on the level of water resources utilization and the optimization method of high-quality development path to promote the high-quality development process in the Henan section of the Yellow River and even the Yellow River basin.This study constructs a dynamic measurement model of water resources utilization efficiency,explores a quantitative assessment method of high-quality development,to find out the current situation of water resources utilization and high-quality development.Also,this study explores quantitative methods on the relationship between water resources utilization and high-quality development,and clarifies the matching relationship and adaptation status between water resources utilization and high-quality development.In addition,this study proposes a high-quality development path optimization method to preferably select high-quality development paths,and carries out example applications in the Henan section of the Yellow River using the above-mentioned methods.The main contents and conclusions are as follows:(1)Study on quantification method and application of water use efficiency.Based on the principle of data envelopment analysis,a combined model is constructed that can meet multiple measurement requirements simultaneously.This model is used to measure the water use efficiency,and the Malmquist index model is used to measure and decompose the total factor productivity index of water resources.The results show that the synergy of water resources utilization level improvement in different regions of the Henan section of the Yellow River is poor,and the gap between high and low efficiency cities is gradually expanding.Total factor productivity of water resources has shown an overall decreasing trend over the 12-year period,and both technological progress and technical efficiency changes have limited the increase in total factor productivity.(2)Study on the quantification method and application of high-quality development level.This study discusses a method of quantifying the level of highquality development based on harmonious evaluation,in conjunction with the theoretical and methodological system of harmony theory.And this study establishs a quantitative indicator system for the high-quality development level of the Henan section of the Yellow River with the framework of target layer-criterion layer-indicator layer.This study measures the high-quality development index over multiple years and explores the deep-seated reasons for the spatial differences from four normative dimensions.The results show that the overall level of high-quality development has been increasing during 12 years,showing the spatial distribution characteristics of decreasing in the order of central,northern,western and eastern Henan,and the resource security and ecological health criterion layer plays a positive role in the improvement of the level of high-quality development.(3)Study on the relationship between water resources utilization and high-quality development.The study discusses the theoretical connection between water resources utilization and high-quality development,explores the spatial matching relationship between the two in different cities and regions in the Henan section of the Yellow River by using MD-SD method,and explores the temporal adaptation state by using Tapio decoupling model.The results show that the western and northern Henan fail to achieve a better spatial matching relationship,the Henan section of the Yellow River is in a state of weak decoupling,and the overall level of improvement in water resources utilization lags behind the level of improvement in high-quality development.(4)Study on optimization method of high-quality development path.This study proposes the definition and quantitative expression of the path of high-quality development in the context of the theory of high-quality development,and integrates harmony assessment,harmony identification,and harmony regulation methods to construct a non-modeling preference method for high-quality development paths.Four development paths are designed from different dimensions to comprehensively optimize the high-quality development paths.The results show that there is a large spatial variability in the path ranking results of different cities,the balanced development path(path 4)is the overall relatively optimal path for the Henan section of the Yellow River.Based on the results of optimization,targeted development suggestions are put forward for different cities. |
