| Water resources,as an indispensable natural resource in production and daily life,play a crucial role in social development.With the continuous changes of industries,the demand for water resources is increasing,and accompanied by problems such as water shortage and water environmental pollution,it seriously restricts the sustainable development of the economy.Finding a coordinated balance point between water resource utilization and industrial structure transformation and upgrading,providing a theoretical and practical basis for rational allocation of water resources and promoting regional industrial structure adjustment.On the basis of theoretical analysis,the paper analyzes the coordinated development mechanism of water resources utilization and industrial structure,as well as the driving mechanism of coordinated development.Using the panel data of 56 prefecture level cities in the Yellow River basin from 2008 to 2020,the paper analyzes the current situation of water resources utilization and industrial structure,the coordinated development process,and the driving factors of the coordinated development of the two,tests the overall and local spatial correlation of each variable,and builds a common panel and spatial econometric model,Empirical analysis of the factors driving water resource utilization and industrial structure.The main conclusions are as follows:(1)Based on the measurement results,it was found that the level of water resource utilization is gradually improving,showing a changing characteristic of "high in the east and low in the west".The upstream water resource utilization is the lowest,followed by the middle reaches,and the downstream water resource utilization is the best;In the process of upgrading and rationalizing the industrial structure,its value gradually increases,with significant changes in the upstream and midstream regions,while the changes in the downstream regions are not significant.(2)Based on the analysis of coordinated development,the coupling and coordinated scheduling of water resource utilization and industrial structure upgrading was between 0.7 and 0.8 in 2008-2014,belonging to intermediate coordination,and between 0.8 and 0.9 in 2014-2020,belonging to good coordination;The coupling coordination degree between water resource utilization and industrial structure rationalization has always been between 0.5 and 0.6,belonging to a barely coordinated state.The coupling degree is higher than the coupling coordination scheduling,indicating a high degree of interaction between them,but their interaction inhibits the coordinated development of the two.(3)Based on spatial correlation analysis results,both the global Moran’s I index and the Geary’s C index indicate a significant positive correlation between water resource utilization and the upgrading and rationalization of industrial structure;Local autocorrelation analysis shows that the Yellow River Basin exhibits significant spatial clustering and regional differences.(4)Based on the analysis of driving factors for the coordinated development of water resource utilization and industrial structure upgrading,the results show that the level of regional economic development,government intervention,and industrialization have a significant positive impact,while the degree of openness to the outside world has a significant negative impact.However,the level of urbanization,technological innovation,and environmental regulation are not significant,indicating that with the development of the economy,the guidance of government policies and the continuous innovation of industrialization in the Yellow River Basin,The overall level of coordinated development is gradually improving,while also accelerating the process of urbanization and the introduction and innovation of technology,continuously improving the ecological environment,reducing resource consumption,and continuously promoting coordinated development.(5)Based on the analysis of driving factors for coordinated development of water resource utilization and industrial structure rationalization,the results show that the level of regional economic development and urbanization has a significant positive impact,while the level of industrialization has a significant negative impact.However,the role of technological innovation,government intervention,openness to the outside world,and environmental regulation is not significant,indicating that the technical level of the Yellow River Basin has not yet played a substantive role,and there is still a lag in environmental regulation,The degree of opening up to the outside world is relatively low,the industry has not formed scale,does not have market competitiveness,and the government intervention effect is not significant.In the future,it is even more important to focus on ecological protection and continue to carry out industrial structure transformation and upgrading,transform traditional heavy industry enterprises,and drive regional coordinated development.Finally,countermeasures and suggestions are proposed to promote the coordinated development of the two from five aspects:exerting government regulatory power,increasing economic driving force,optimizing industrial water use structure,actively cultivating emerging industries,and strengthening regional connectivity. |
