Study On The Ecological Compensation Mechanism Of Coal Resource Development In Datong

Since the reform and opening up,China has miraculously achieved long-term and rapid economic development,but its ecological environment has suffered severe damage.Ecological civilization construction,as the country's core development strategy,is becoming a hot topic in the academic world.As an important part of the construction of ecological civilization,research on ecological compensation is urgent and imperative.Datong City is an important coal energy industry base in China.Due to the serious damage to the ecological environment,it has seriously restricted the healthy development of the local economy and society.Establishing a scientific,reasonable,and efficient ecological compensation mechanism for coal resource development in Datong can effectively support the transformation and development of the local economy,promote ecological environmental protection,and provide useful experience for the practice of ecological compensation in many similar areas in China.Based on the externality theory,sustainable development theory,and resource and environmental value theory,this paper mainly uses the literature research method,empirical analysis method,and quantitative and qualitative combination analysis method to study the current status of coal resources development in Datong City,and the ecology caused by it.Environmental issues and the issue of ecological compensation mechanism for coal resources in Datong City,and based on this,construct an ecological compensation mechanism for coal resources development in Datong City.First,formulate the principles of the ecological compensation mechanism for coal resource development in Datong,that is,the principle of fairness,a reasonable amount,and a combination of multiple compensation methods.Second,clarify the subject and object in the ecological compensation mechanism for coal resource development in Datong.Compensation subjects are divided into payment subjects and compensated subjects,including the state,coal resource development and utilization enterprises,coal resource input regions,and those whose interests are directly damaged due to the development and utilization of coal resources,and providers of ecological environmental protection services.The object of compensation is divided into compensation payment form and compensation basis.The focus of this article is a quantitative analysis of the ecological compensation standards for coal resource development in Datong City,and the specific amounts of environmental damage compensation,environmental pollution compensation,and residents' loss compensation are calculated respectively.The total amount of ecological compensation for coal resource development in Datong City from 2013 to 2018 was 6131.14 million yuan,6437.18 million yuan,6882.56 million yuan,5391.36 million yuan,6109.63 million yuan,and 6279.26 million yuan.It is 56.24 yuan / ton of coal.Finally,this paper proposes ecological compensation approaches for the development of coal resources in Datong City,which can be divided into "prenatal stage-preventive compensation mode","intermediate stage-immediate compensation mode" and "postnatal stage-reparative compensation mode".Specific measures have been formulated to strengthen the qualification review of coal production enterprises.This article also puts forward suggestions to improve the ecological compensation system for coal resource development in Datong City,including: strengthening ecological legislation and improving administrative levels;expanding the source of ecological compensation funds;actively mobilizing the initiative of various subjects;and forming a multi-channel monitoring system.The innovations of this paper are: 1.Quantitative calculation of the ecological compensation standards for coal resource development in Datong;2.Formation of ecological compensation channels for coal resource development in Datong at different stages.
