The Research On Project Management Of Social Work Service

With the further development of government purchase services,project scheme to become the main mode of social work institutions to provide social work service,at the same time,the number and scale of social work agencies have been increasing,however,there are also problems such as uneven service quality and insufficient social work project management ability,and it makes the project management of social work service fall into a development dilemma.This is not only detrimental to the sustainable development of the organization itself,but also has a negative impact on the entire industry and the credibility of government.This paper adopts the method of case study and takes the project G which has been rejected of W Public Welfare Service Center as the research object.Through a comprehensive analysis of the project management,this paper attempts to evaluate the current development of social work project management and reflect on the dilemma of social work service project management.Firstly,based on relevant knowledge of project management,this paper makes a comprehensive analysis of the project from two dimensions:the vertical project operation process and the horizontal project management content.From the perspective of vertical social work service project management process,there is a lack of project feasibility analysis and service object demand assessment in the start-up stage of the project.;lack of specific project goals and service policies in the planning phase;in the implementation stage,the ability of resource link and integration is insufficient,and the service effect of different communities is different.From the horizontal all contents of project management social work service involving,in the process of social work service project management,there are many problems,such as unclear scope of service object,frequent change of service time plan,serious time conflict,lack of evaluation and control of service quality,imperfect human resource management,and lack of overall perspective and project integration.Through the analysis of the operation failure of the G project,the author further reflects on the development dilemma of the current social work project management:the neglect of self-construction of social work organizations and the imperfection of the project management system of social work clothes lead to the dual loss of professionalism and managerialism in the operation of social work service projects;The disconnection between social work education and social work practice leads to the lack of talent support for social work service project management.At the same time,social work project management does not have an obvious positive impact on the efficiency improvement of public service supply and the professional growth of social work organizations,and social work service projects purchased by the government have formalization risks.Finally,the article puts forward from social work organization itself,the social work education,as well as the relevant government departments and so on several aspects to explore the sustainable development of social work service project management path,pushing the government to buy the service of the social work service project management to achieve the "three win" situation for public service demand satisfied,effectively play the functions of the government and social work institutions strengthen.
