Research On Whole Life Cycle Theory In The Cost Management Of Government Investment Projects

Government investment projects in the actual end of the funds for the government finance. In the practice of government cost management, there is a very serious attention to the construction process cost control, despise the early investment decision-making, design and operation of the late maintenance costs and other tendencies. In practice, the project decision-making and design quality of the project construction process cost and operation and maintenance costs greatly, and the construction process will affect the follow-up operation and maintenance costs. It is very important to control the total cost of the project life cycle as the goal and to improve the efficiency of the use of the financial capital of the government. The system theory of whole life cycle concept is introduced in the government investment project cost management and supervision, and in N City project as an example of system research, from the angle of investment evaluation, the significance and key points of project life cycle in the decision-making stage, the design stage, bidding and tendering stage, construction stage, completion settlement and operational stage etc. several important stages are discussed, through the theory and the practice unifies, and puts forward some countermeasures for government investment project cost management and supervision. The main results are as follows:(1)The life cycle cost, and the cost control and contract management whichi is importat factors influence the whole life cycle cost is analyzed.(2)A Supervision System based on total life cycle concept is discussed. From a practical point of view, the regulatory objects, regulatory content, regulatory focus and the regulatory body that correspond to the interests of the various stakeholders, contract management, project change and conducted is comprehensive discussed.(3)Case study. The total life cycle concept is used in a key project from Nanning city for cost control and supervision. The role of the various stages in the project life cycle and the typical problems are investigated.(4)Countermeasures for cost management and supervision of the project invested by government are researched. Based on the trend analysis, a total ife cycle cost management system is proposed and suggestions are given.
